The Belgian Development Cooperation is currently introducing a new Digital for Development (D4D) strategy, which aims to focus on helping its fourteen partner countries develop their digital technologies. The purpose of this thesis is to contribute to the definition of the new strategy by focusing on e-Government. After introducing the potential of digital technologies in six different domains of application, the author proceeds by defining a reasoned approach to e-Government development cooperation based on a literature review on e-Government as well as on development cooperation. Consequently, the author describes the local context within each partner country to then make a set of recommendations for cooperation efforts. A number of general recommendations are made as well. This thesis is relevant for all actors in the Belgian Digital for Development (D4D) efforts to understand the potential and challenges of the new D4D strategy.
