Abstract: Modern development of higher education has had a similar affect on the leading universities in Russia and Japan, putting them under the challenge of internationalization. One of the most important aspects of internationalization is the growth in number of foreign students and the necessity to design academic programs in English for those students. In this area, Russian universities may fi nd the techniques of the top Japanese universities to be extremely benefi cial. This work examines the growing impact of English on higher education in general, how the leading Russian and Japanese universities should focus on particular pedagogic objectives of creating courses taught in English, and analyzes two academic programs in English designed at Hokkaido University.
