抄録: In the Acholi sub-region of northern Uganda, a number of both outside and local actors have been working to "revive the tradition" in the name of "peace-building" since the latter half of the 1990s. This paper aims to reveal competing visions of governance that have been at work behind the "revival." In the course of the "revival, " outside agencies have projected their conception of the self upon the Acholi people and their vision of therapeutic governance upon "the tradition." However, such a vision of governance has not been shared by all Acholi proponents of "the tradition" who have cooperated with outside actors. Rather, the therapeutic paradigm seems to have been interpreted and utilised by various Acholi actors who have differing, and at times, hybrid, worldviews. The case of "Acholi tradition" exemplifies how limited outside actors can be in putting their policies and visions into practice, how vulnerable their authority can be. Through analyzing the discourses and actions of various actors with regard to "the tradition, " this paper also tries to show that "peace-building" is not only directed at the Acholis, but also at those outside actors who want to believe themselves to be fit to govern the Acholis, as well as at their homeland supporters who feel insecure and in search of meaning.
