An evaluation of the investigative and management structure of the city of Claremont police department

This study was designed to analyze the validity of the Claremont Police Reorganization proposal. This analysis was approached in three principal segments: 1) the review and application of contemporary methodologies for allocation and distribution of police personnel; 2) the collection and analysis of data pertinent to Claremont's Police Department; and 3) the application of the contemporary methodologies to the local data to determine existing needs. In order to facilitate the study, relevant areas of the study were divided into two logical segments. Each of the segments was· studied by individual researchers. This half of the total department study concentrated on investigative operations and the management and supervisory staffing methods. The major findings of the study were: 1) patrol staffing should be increased by five patrolmen, two of which are additional patrolman positions and three positions are to replace agents currently assigned to field duties; 2) the agents currently assigned field duties should be reassigned to the police facility to provide security and supervision of the facility during hours not covered by other sworn personnel; and 3) patrol field supervision should be enhanced by the addition of one sergeant's position and relieving the existing sergeants of duties which require significant amounts of time be spent in the station. No changes were recommended in traffic enforcement, the investigative unit and management personnel.
