Abstract
본고는 北宋 후기 西北邊에 나타난 武臣 帥臣의 증가 현상과 宦官의 大帥的 역할을 대외정책의 변화 및 군사작전의 수행과 관련하여 분석한 글이다. 기존 연구는 현상에 대한 언급 수준에 그치거나, 대외정책의 변화를 고려하고 지휘체계를 종합적으로 파악하는 관점이 부족하였다. 이에 필자는 이러한 문제의식 하에 무신과 환관의 활용이 서북변 지휘체계를 어떻게 변용하였는지를 살펴보고자 하였다.
仁宗 시기 西夏와의 전쟁은 서북변의 군사지휘체계가 都部署 지휘체계에서 經略安撫使 지휘체계로 재편되는 계기를 마련하였다. 서북변의 지휘체계를 조정하는 가운데 經略安撫使가 등장하고, 慶曆 4년(1044) 이후 서북변에 一路의 帥臣으로서 經略安撫使가 고정ㆍ상설화되면서 비로소 經略安撫使 지휘체계가 확립된다. 서북변의 주전장인 陝西緣邊에는 분할책이 채택되었고, 방어위주전략이 형성되었다. 또한 文臣인 知首州가 經略安撫使와 都部署를 겸임하는 원칙이 확정되었다. 이리하여 都部署 지휘체계에서 都部署를 담당했던 무신은 副都部署의 신분으로 문신 經略安撫使ㆍ兼都部署에 종속되는 신분이 되었다. 다만 변경의 긴장이 고조될 때에는 經略安撫使의 상위에 宣撫使 및 광역의 安撫使 등의 大帥가 일시적으로 임명되기도 하였다. 이러한 특징을 지닌 經略安撫使 지휘체계가 형성된 이후, 무신이 副都部署를 넘어 성공할 수 있는 길은 外戚이라는 특수한 신분이 아니라면 개인의 출중한 활약에 大臣의 지지가 덧붙여져야 가능한 일이었다.
神宗 시기 開邊策의 시행은 기존 經略安撫使 지휘체계에서 보이지 않던 새로운 공격전술을 출현시켰고, 작전을 실제로 수행하는 무신은 군공을 통해 자신의 武階를 높여갈 수 있었다. 특히 神宗 시기 靑唐과 서하를 목표로 한 大擧를 통해 무신들은 武階와 더불어 差遣도 승진하여 帥臣이 될 수 있었다. 이들이 帥臣이 될 당시 武階는 經略安撫使 임용원칙과 비교하여 다소 부족했지만, 位階와 資序가 낮은 인재를 다수 등용하기 위해 도입된 權發遣이라는 제도를 통해 무신들은 經略安撫司의 장관이 될 수 있었다. 權發遣經略安撫司公事라고 하여 기존의 經略安撫使가 향유하는 권한에 제한이 있었던 것은 아니지만, 神宗 시기의 무신 帥臣은 특정 지역이나 전시를 전후한 특정 시기에만 임명되었다는 한계를 지녔다. 다만 일부 문신의 발언에서 무신의 능력을 의심하는 논리가 사라진 것을 통해 달라진 시대 변화를 감지할 수 있다.
神宗은 성장한 무신을 통제하기 위해 환관을 활용한다. 王中正과 李憲은 그 대표적 사례로서, 각기 茂州 蠻族의 반란과 熙河之役을 통해 閹將으로서의 존재감을 표출하였다. 李憲은 熙河路 帥臣의 상위에 있는 실질적인 大帥로서 靈夏之役에 참전하여 蘭州와 天都山 일대를 확보하는 성과를 거두었다. 반면 서북변의 사정에 어두운 王中正은 靈夏之役에서 鄜延路의 种諤을 節制하는 데에 실패하고 만다. 환관이 공통적으로 의지하는 것은 황제의 권위였지만, 무신을 節制하는 면에서 李憲과 王中正은 크게 대조되는 모습을 보인 것이다.
哲宗ㆍ徽宗의 親政 시기에는 棄地로 대표되는 타협ㆍ양보적 정책이 배격되고 開邊策이 재개되었다. 紹聖ㆍ元符 연간 청당에 대해서는 大擧의 방식이 취해졌지만 그 영역을 완전히 확보하는 데에 실패하였고, 서하에 대해서는 연합 進築과 淺攻의 방식이 취해졌다. 徽宗 친정 이후에는 청당에 대한 大擧를 재시도하여 마침내 唃厮囉 정권을 멸망시켰고, 서하에 대해서는 연합 進築의 기조를 이어가면서 그들의 공격에 대해 단순히 방어만 하는 것이 아니라 서하 경내를 깊숙이 공격하는 전략을 취하였다. 徽宗 초 이전과 다른 경직된 官界의 분위기에 따라 무신의 희비는 엇갈리기도 하였지만, 開邊策의 재개는 무신들에게 군공을 쌓을 수 있는 수많은 기회를 제공하였다.
紹聖ㆍ元符 연간 연합 進築이라는 작전의 특성상 무신의 帥臣 임용은 제한되었지만, 徽宗 친정이 시작되면서 무신 帥臣의 임용은 다시 증가한다. 군사적 긴장도가 높은 지역에 무신 帥臣의 임용이 비교적 증가하였고, 전쟁을 전후한 시기에만 국한되지도 않았다. 또한 장기간 혹은 여러 번 帥臣으로 임용되는 무신들도 존재하였다. 이들의 武階는 神宗 시기 무신 帥臣들보다 높아져, 權發遣經略安撫司公事에만 머무르지 않고 經略安撫使가 되었으니, 명실상부한 帥臣이 된 것이다.
李憲과 마찬가지로 熙河路의 실질적인 大帥 역할을 담당한 童貫은 唃厮囉 정권을 멸망시키는 공을 세웠다. 서하의 침입이 시작되자 宣撫使로 임명된 그는 서북변의 大帥로 권한이 확대되었다. 일시적 임명의 성격을 지닌 이전 宣撫使와는 달리 宣撫使 童貫은 장기간 임직하여 그 권세가 마치 節度使와 비슷하였다. 그가 이토록 병권을 장악할 수 있었던 이유에는 徽宗의 과도한 총애에 기반한 것이었다. 그러나 군사적 관점에서, 熙河路에서의 성공을 서북변에서의 성공으로 轉化시키려는 의도와 開邊策 등장 이후 줄곧 제기되어 온 통합책에 대한 요구가 근저에 있었다. 즉, 분할책으로 대표되는 經略安撫使 지휘체계에서 통합책을 모색하는 경향을 읽어낼 수 있다.
기존의 經略安撫使 지휘체계를 변용한 북송 후기 서북변의 지휘체계는 종국적으로 추구했던 서하 정권의 전복이라는 목표를 실현하지는 못했지만, 수세적 입장에서의 탈피와 영토의 확대로 대표되는 절반의 성공을 이뤄냈다. 북송 후기의 황제들은 기존 군사체계의 틀을 보존하면서도 무신과 환관을 활용하는 것을 통해 새로운 대외정책을 실행에 옮길 수 있었다.
물론 무신 지위의 상대적 상승, 통합책의 모색, 환관에 의한 통제라는 북송 후기 서북변 지휘체계의 변용적 특징은 여타 변경에서는 적용되지 않았다는 한계가 있다. 그러나 장기간 소요가 진행되던 변경에서 수세에서 공세로 전환하는 가운데, 송조는 기존의 틀에 얽매이지 않은 다소 유연하고 실험적인 시도를 진행하였다. 특히 이러한 과정을 통해 형성된 특징들이 당말오대의 교훈을 의식하여 형성된 仁宗 시기의 經略安撫使 지휘체계의 특징들과 다소 배치된다는 점은 주목할 만하다.
이러한 지휘체계의 특징은 북송의 멸망과 함께 사라져버리지 않았다. 북송 말 환관 권력은 급속히 쇠퇴하여 환관에 의한 통제는 사라진다. 그러나 무신 지위의 상대적 상승과 통합책의 모색이라는 특징은 兩宋交替期에 더욱더 가속화된다. 따라서 북송 후기 서북변 지휘체계의 변용적 특징은 仁宗 시기에 형성된 經略安撫使 지휘체계와 양송교체기 宣撫使ㆍ制置使 중심의 지휘체계 간의 과도기적 성격을 지녔다는 점에서도 적극적으로 평가할 수 있을 것이다.
This study is aimed to analyze the increase in number of military field marshals (shuaichen 帥臣, hereafter as FM) and the role of eunuchs as grand marshals (dashuai 大帥, hereafter as GM) on the northwest frontier during the late Northern Song, regarding a change of foreign policy and execution of military operations. Previous studies tended to lack specific analysis, not to consider the complete change of foreign policy, or not to grasp a command system synthetically. In this sense, the object of this study is how the utilization of military officials and eunuchs bring some changes in the command system on the northwest.
The Sino-Tangut War of 1038-1044 helped change the command system under general commandants (dubushu 都部署, hereafter as GC) into that of under theater commander and pacification intendants (jinglüeanfushi 經略安撫使, hereafter as TCPI) on the northwest frontier. A TCPI appeared for the first time in the process of reorganizing the local command system during the war. After 1044, TCPIs, also called FM, were appointed regularly in the northwest, and then the following command system under them were established: 1) Their jurisdictional boundaries along the frontier of the Shanxi (陝西) region, the main theater of the war, were demarcated by a division policy. 2) The Song court adopted a defensive strategy in this region. 3) Civil officials were appointed as TCPIs to serve concurrently as prefects of circuit seats and as GCs. Military officials, who had once held a GC post in the command system under GCs, were subordinate to civilian TCPIs as vice-GCs (fudubushu 副都部署). 4) When tension builds up on the border, a GM was appointed temporarily over TCPIs, often designated a pacification commissioner (xuanfushi 宣撫使, hereafter as PC) or a pacification intendant (anfushi 安撫使) to control over a relatively wide area. In such a command system under TCPIs, the promotion of a military official over vice-GC depended on his performance and the support of high government officials, if he were not a maternal relative.
Meanwhile, pushing an expansionist policy during Emperor Shenzongs (神宗) reign heralded new aggressive tactics never before seen, and led military officials to raise in their military ranks (wujie 武階) through their exploits on the battlefield. Through expeditions (daju 大擧) to Qingtang (靑唐) and Xixia (西夏), several military officials could eventually be FMs as a result of promotion accompanied by the rise in their military ranks. In contrast with the existing principle of appointment of TCPIs, their ranks were somewhat lower, but they could be chief incumbents of the office of TCPIs by means of the system called quanfaqian (權發遣). However, military FMs were only appointed in certain areas, mainly in the Xihe circuit (熙河路), and certain times around war.
To hold back military officials having a higher status than earlier times, Shenzong started to utilize eunuchs. Wang Zhongzheng (王中正) and Li Xian (李憲), the representative eunuchs in this case, both made strong performances as castrated generals (yanjiang 閹將) through the barbarian rebellion in the Mao prefecture (茂州) and Xihe Campaign (熙河之役) respectively. Since then, as the de facto GM of the Xihe circuit, Li Xian fought in the Song invasion of Xixia in 1081 and achieved good results in the occupation of the Lan prefecture (蘭州) and Tiandu mountain (天都山) area. On the contrary, due to his unfamiliarity with northwest affairs, Wang Zhongzheng failed to control Chong E (种諤), the commander of troops departing from the Fuyan circuit (鄜延路), and had few military exploits in the Sino-Tangut War of 1081. Both eunuchs relied upon imperial authority, but there was an obvious contrast between them in controlling military officials.
After the end of the regency of the empress dowagers, Emperor Zhezong (哲宗) and Huizong (徽宗), two sons of Shenzong, rejected concessive policy─including the abandoning territories (qidi 棄地)─ and resumed an expansionist approach. In the Shaosheng (紹聖) and Yuanfu (元符) eras, the Song Court made an expedition to Qingtang but failed to occupy the whole area, while against Xixia conducting a joint advance and fortify(jinzhu 進築) operation─different from the old style conducted by the force of one circuit─and attack and pillage against the adjacent enemy territory(qiangong 淺攻) operation. In Huizongs reign, the Song Court tried to go on an expedition against Qingtang again and finally overthrew the kingdom. Regarding Xixia, the Song troops followed the cautious tactics of Zhezongs era, but launched deep counter-attacks during the Tangut invasions. Resumption of expansionism also provided military officials with many opportunities to obtain military exploits.
As such joint advance and fortify operations needed to restrain the desires of military officials to expand excessively, they were limited in being appointed as FMs in the Shaosheng and Yuanfu eras. With the end of the regency, Huizong continued the effort of military expansion and the number of military FMs rose again. The appointment of military FMs increased in some Shanxi circuits with military tensions and was not restricted during and after wartime. Furthermore, there were several military FMs appointed for a long time or repeatedly. They had higher ranks than those of military FMs in Shenzongs reign and finally could be TCPIs in both name and meaning, removing the tag quanfaqian. Therefore, civil and military officials were evenly appointed as the northwestern TCPIs during Huizongs reign.
Simultaneously, a castrated general Tongguan (童貫) succeeded in recapturing all the rest of the Qingtang territory as the de facto GM of the Xihe circuit like Li Xian. Moreover, when the Tangut invasion began, he was appointed to the PC post and could expand his authority as the GM of the northwest frontier. Unlike temporary PCs of the past, PC Tongguan was a long-lasting incumbent, having the power commemorate to military governors (jiedushi 節度使) of the Tang dynasty. It is an undeniable fact that Huizongs excessive favor had a great effect on his taking military power. In addition, from a military perspective, there were two main factors: the intention to spread from the success of the Xihe circuit to that of the northwest and the demand for an integration policy that had been brought up since the appearance of the expansionist policy. In other words, the case of Tongguan shows the tendency to seek an integration policy in the command system under TCPIs formed by the division policy.
Through the command system on the northwest frontier during the late Northern Song, which changed from the existing command system under TCPIs, the Song court did not realize the ultimate goal to overthrow the Tangut regime, but accomplished half success: getting out of the defensive position and expanding territories. Emperors in the late Northern Song brought about the new change through the utilization of military officials and eunuchs. Of course, the characteristics of such a command system─a relative elevation of military officials status, gradual progress towards the integration policy, control by eunuchs─had limitations because they were not applied in other frontiers of the Song dynasty. Out of such characteristics, control by eunuchs disappeared around the fall of Northern Song, but the other two characteristics accelerated between Northern and Southern Song. However, the northwestern command system during the late Northern Song can be evaluated in respect of having transition characteristics between the command system under TCPIs in Emperor Renzong (仁宗) era and that under PCs and military commissioners (zhizhishi 制置使) between Northern and Southern Song.
