Abstract
이 연구는 우리나라 문화콘텐츠산업 진흥정책의 시작과 내용, 성과에 대한 역사적이고 실증적인 분석 결과를 담고 있다. (1)문화콘텐츠산업 진흥정책은 언제부터 시작되었으며 어떠한 과정을 통해 주요 정책분야로 성장하였는지, (2)문화콘텐츠산업 진흥예산의 규모와 내용적 특성은 어떠하였는지, (3)문화콘텐츠산업 진흥예산과 문화콘텐츠산업 경제적 성과와의 관계는 어떠한지를 체계적으로 파악하고 평가하였다. 이를 위해 1974년부터 2011년까지 38년간의 문화예산 데이터를 토대로 기술통계와 연결망분석, 상관분석 등의 방법론을 이용하였다.
연구결과 우리나라 문화콘텐츠산업 진흥정책의 실질적인 시작점은 1989년으로 볼 수 있었다. 이 시기를 기점으로 이전 시기는 민족문화 및 예술 진흥기(1974~1988)로, 이후 시기는 예산증감 추이를 고려하여 문화콘텐츠정책 도입기(1989~1998), 문화콘텐츠정책 발달기(1999~2008), 문화콘텐츠정책 확장기(2009~현재)로 각각 시기 구분하였다. 문화콘텐츠산업 진흥정책은 당시 정부의 정치적, 경제적, 문화적 배경에 따라 도입되었고, 시간이 흐를수록 그 위상은 강화되었다. 더불어 문화콘텐츠산업 진흥정책은 국가 주도적 성격이 강한 특성을 보이는데, 문화콘텐츠라는 용어가 만들어지고 관련 분야를 획정하여 하나의 정책단위로 구성되는 과정에서 정부의 의지가 무엇보다 강하게 반영되었다. 이에 따라 관료 주도적 진흥 정책이 최근까지 꾸준히 입안되고 집행되어 오고 있다.
문화콘텐츠 예산의 규모와 내용적 특성을 분석한 결과, 우리나라 문화콘텐츠산업 진흥정책은 창작 및 유통지원 같은 소프트웨어 성격의 사업보다, 기반조성 및 시설건축 같은 하드웨어 성격의 사업 비중이 높은 것으로 나타났다. 또한 신성장동력이라는 정부의 선언과 달리, 실제 문화콘텐츠예산 규모는 최근까지도 전체 예산의 0.2%에도 미치지 못할 정도로 미미한 수준이었다. 장르별로는 김대중 정부 이후로 지원 대상 분야가 다양화되었는데, 전통적으로 영화산업 예산비중이 가장 높았고 음악과 만화, 애니메이션, 캐릭터산업은 예산비중이 낮았다.
문화콘텐츠예산이 실제 문화콘텐츠산업 진흥에 기여한 바를 상관분석을 통해 검증해본 결과 예산 지원이 산업적 효과에 미치는 영향력은 다소 제한적이며, 일정 수준 이상의 상관관계가 나타나는 경우 예산 투입에서 성과 실현까지 대체로 2~4년의 시간을 필요로 하는 것으로 나타났다. 매출에 비해 수출은 예산지원의 효과가 상대적으로 낮았으며, 고용의 경우 예산지원과 일정한 관계를 보이지 않았다. 예산 항목 가운데 오랜 기간 많은 예산이 집중된 시설지원 사업의 경우 매출과 수출, 고용 지표 모두와 유의미한 상관관계가 나타나지 않았다. 반면, 창작지원 및 유통지원 예산은 문화콘텐츠산업 성과 지표와 일정한 상관관계를 보였다.
이러한 연구결과를 토대로 문화콘텐츠정책 당국은 사업계획 수립 시 예산의 질적 수준을 제고하고, 성과 측면에서 고용창출 효과가 이루어지도록 노력해야 하며, 사회문화적 가치를 고려한 산업 진흥정책을 시행해야 한다는 정책적 함의를 도출하였다.
This study conducts an empirical analysis of cultural content industry policy development in Korea between 1974 and 2011. It examines (1) the starting point of cultural content industry policy and its development into one of the major governmental policies, (2) the size and content of the budget on cultural content industry, and (3) the relationship between cultural content industry budget and its economic outcomes. Thirty-eight years of budget data retrieved from the Ministry of Culture, Sports, and Tourism were content-analyzed to assess the development and achievements of cultural content industry policy. In addition, descriptive statistics, two-mode network analysis, and correlation analysis were used for the statistical analyses.
The results indicate that the cultural content industry policy has been initiated in 1989 and advanced since then. The history of cultural content industry policy can be categorized into four periods: (1) pre-introduction (1974-1988), (2) introduction (1989-1998), (3) development (1999-2008), and (4) expansion (2009-present). The characteristics of the cultural content industry policy have been affected by the political, economic, and cultural perspectives of the ruling regime and its status has been gradually elevated in each period. The cultural content industry policy has been constantly government-driven.
An analysis of the size and content of the cultural content budget shows that the cultural content industry policy puts more emphasis on "hardware" tasks such as construction than "software" tasks such as creation or distribution. Moreover, despite the government's catchphrase "cultural content industry as a new growth engine," less than 0.2% of the national budget was allocated to the cultural content industry. The movie industry has had the largest portion of the budget, whereas music, cartoon, animation, and character industries have received relatively low budgets.
This study also found that the relationship between the size of the cultural content budget and its economic outcome is rather limited. When there is a significant correlation between the size of the budget and its outcome, it takes about 2-4 years until we observe the effectiveness of the given budget. The effectiveness of the budget input was lower for exporting than that of sales. Regarding employment, the relationship between the size of the budget and the level of employment was not found. The budget on construction, which has the highest budget among other cultural content industries, did not show any significant relationships with indicators of sales, exporting, and employment, while the budget on creation and distribution showed significant relationships with such indicators.
In sum, the findings imply that the Korean government should reconsider the quality of the cultural content budget, make its best efforts to increase employment as a result of implementing cultural content industry policy, and carry out policies that take into account the socio-cultural value of the Korean society.
