정부위원회 인적 특성과 정책 효과성: 대표성과 전문성에 대한 공무원의 인식을 중심으로

Abstract

본 연구는 정부위원회의 여러 측면 중 인적구성에 주된 초점을 두어, 참여정부 정부위원회의 인적구성 실태를 검토하고, 이에 대한 공무원들의 인식 조사를 바탕으로 위원회의 인적구성의 특성이 위원회 정책결정의 효과성에 미치는 영향을 분석하여 정책적 함의를 도출하는 것을 목적으로 하였다. 이를 위해 본 연구는 문헌조사, 설문조사 및 통계분석, 면접조사 방법을 주로 사용하였다. 분석 결과, 공무원들은 정부위원회 위원의 전문성이 위원회 결정의 효과성에 가장 큰 영향을 미치고 있고, 대표성 유형 중에서 수탁자대표의 경우 결정의 효과성이 있는 것으로 나타났다. 또한 대표성 유형과 위원의 대표성, 전문성은 독립적인 관계를 보여주었다. 이를 통해 본 연구는 다음과 같은 정책적 함의를 제시하였다. 첫째, 정부는 중립적이면서 균형을 잡을 수 있는 인적구성을 갖는 정부위원회 구성에 힘써야 하며, 정부위원회 인적구성에 있어 공정성 확보를 위한 제도적 장치를 마련할 필요가 있다. 둘째, 정부위원회 위원의 임용에 있어 전문성 원리와 대표성 원리 사이의 균형을 잡을 수 있는 방안이 모색되어야 한다. 셋째, 일률적인 비율로 배정하는 형식을 지양하고 정부위원회의 특성을 고려한 유연한 적용이 필요하다. 넷째, 정부위원회에 대한 공무원의 인식을 전환하기 위한 홍보 및 교육훈련이 필요하다. The purpose of this study is to investigate the traits of government committee members during the Participatory Government in order to analyze the influence of personal traits on effectiveness in decision-making of government committees, based on the perception of public officials of representativeness and professional- ism, and to derive the policy implications from the results of these perceptions. According to the results of the analysis, professionalism is a variable which is strongly influencing the effectiveness of the committee's decision-makings, but representativeness is relatively weak. This study suggests the following possible options for improving the composition of government committees. First, the government should maintain a balance on the committee with respect to gender, age, region, and major field. Second, it is necessary to keep the balance between representativeness and professionalism. Third, the government should try to make a flexible plan corresponding with the situation of the organization. Fourth, the government should actively introduce the public relations and education plans concerning the composition and operation of government committees.
