Abstract
지금까지 광역자치구역 개편과 관련하여 다양한 논의가 이루어져 왔다. 이러한 논의에는 전국에 60-70개의 통합시를 두면서 광역자치단체를 없애는 안으로부터, 내륙의 광역시와 도를 통합하는 안, 전국을 3-4개의 초광역단위로 재편하는 안 등이 포함된다. 이러한 제안들은 나름대로 타당성이 있음에도 불구하고 효율성을 과대하게 강조하는 점에서 한계가 있다. 이와 관련, 본 연구는 적정한 정도의 효율성을 확보하면서도 민주성과 조화될 수 있는 대안으로서 광역시와 도의 통합에 기반한 광역자치구역 개편방안을 제시한다. 구체적으로 1단계는 광역시와 도의 통합, 2단계는 여타 도간의 자율통합을 제안한다. 이같은 대안은 효율성과 민주성의 양 요청을 적절히 조화시킬 뿐 아니라 다른 대안에 비하여 상대적으로 쉽게 도입할 수 있는 대안이라 생각된다. 나아가서 민주성 보완차원에서 기초자치구역의 처리문제, 근린지역사회차원의 자치기제, 광역과 기초자치단체간 기능분리 등에 대해서 논의한다. Two megatrends these days, globalization and localization, necessitate a reorganization of the boundaries of local governments so that both efficiency and responsiveness can be achieved. In this regard, this paper suggests a proposal to integrate the metropolitan governments into the regional governments so that each city would belong to a regional government. The administrative boundaries of local government would be retained to facilitate the responsiveness of local government to residents. Expanded regional governments could be expected to respond effectively to the challenges coming from their changing environments. The present size of local government keeps a proximity to their residents. In addition, this paper suggests some democracy-enhancing policies, such as restructuring local participatory mechanisms and a more definite division of functions between regional and local governments to alleviate the efficiency inclination of the present proposal.
