우리나라 공무원의 다양성 인식과 효과에 관한 연구: 외국인 공무원 채용에 대한 인식을 중심으로

Abstract

본 연구의 목적은 외국인 공무원 채용을 통해 우리나라 공무원들이 다양성에 대해 어떻게 인식하고 있으며, 그러한 인식이 다양성 효과에 어떠한 영향을 미치는지를 분석하는데 있다. 이를 위해 7개 정부조직의 공무원들을 대상으로 설문조사를 실시하였다. 설문조사결과, 먼저 우리나라 공무원들이 문화적 차이를 인정하면서 그러한 차이에 가치를 부여하는 학습-효과성 시각에서 가장 강하게 다양성을 인식하는 것으로 나타났다. 또한 다양성 효과의 결정요인을 조사하기 위해 다중회귀분석을 실시하였다. 분석결과, 외국인 채용에 대해 문화적 차이를 인정하고 그러한 차이를 받아들이는 접근-정통성과 채용 프로그램이 조직의 전문성, 업무성과, 경쟁력으로 측정된 다양성 효과에 일관된 긍정적인 영향을 미치는 것으로 나타났다. 이제 우리나라도 다양한 인종의 사람들이 함께 어우러지는 다문화시대에 접어들었다고 보여진다. 본 연구를 통해 앞으로 행정학 분야에서 다양성에 대한 본격적인 이론적 논의와 연구가 활발하게 이루어지길 기대해 본다. The purpose of this study is to examine the perception of diversity among Korean civil servants through the recruitment of foreign civil servants and to analyze how this perception influences the effects of diversity. This study was conducted by surveying civil servants working in seven government organizations. As a result, it was found that a learning-effectiveness perspective showed the highest mean among three diversity perspectives. OLS regression analysis was also employed to examine the determinants of diversity effects. As results, it was found that the access-legitimacy perspective and recruitment program were positively associated with diversity effects measured by organizational expertise, work performance, and organizational competitiveness. Korea seems to have become a multi-cultural country where people of diverse races and ethnicities work together. Following this study, it is expected that studies on diversity in Korean public administration will be actively conducted.
