이 논문은 필자의 박사학위논문, Making and Unmaking the Korean National Division: Separated Families in the Cold War and Post Cold-War Eras(한민족 분단만들기와 허물기: 냉전과 탈냉전시대의 이산가족)(2006)의 일부분을 학술지 기고문으로 재구성한 것이다.
Abstract
이 논문은 남한의 분단 정치가 반공국가의 대표적 피해자라고 할 수 있는 많은 월북자 가족들을 오히려 어떻게 순종적이고 적극적인 국가 주체, 즉 반공국가의 충성스런 국민으로 생산해 내었는지 분석한다. 그리고, 국가 판타지와 가족 담론이 이러한 주체형성의 과정에서 주요한 문화적 기제로 작동하였음을 논의한다.

이 글의 목적은 어떻게 지배의 이성적 기술이 적과 국가에 대한 판타지 위에서 구성되어 왔으며, 동시에 그러한 판타지를 강화시켜 두렵고 순종적인 주체들을 생산해 내었는지를 살펴보는 것이다.

이 글은 또한 월북자 가족을 두렵고 순종적인 주체로 형성하는 데 매개가 되는 중요한 문화적 제도로 가부장적 가족을 살펴본다. 월북자 가족의 경우 특이한 점은 그들이 남한 사회에서 특정한 정치적 위치를 획득하게 되는 이유가 자신들의 의지나 행위가 아닌 월북한 빨갱이와의 가족관계 때문인 것이다. 월북자 가족들이 남한 사회에서 위험하다고 간주되었던 이유는 남한사회에서 가장 근본적 사회단위로 인식되는 가족의 문화적 위치 때문이다. 이러한 인식에 의하면 가족에 대한 그리움이나 충성심은 어떤 이념적 결연이나 충성심도 쉽게 뛰어넘을 만큼 강력한 것으로 이해된다. 월북자 가족들에 대한 박해는 가족이 국가권력이 가장 위태로운 곳이라는 국가 에이전트들의 인식에 의해 이루어졌으며, 따라서 국가는 다양한 법적, 문화적, 강제적 테크놀로지를 동원하여 가족을 통제하려 노력하였다. 월북자 가족들도 가족이 공동운명체라는 개념을 받아들이는 경향이 있다. 따라서 가족이데올로기에 기반한 국가의 박해를 문제 삼기보다는, 공적 공간에서 월북자 가족이라는 정체성을 숨기고 사적 공간에서 가족에 대한 충성심을 협상하는 수동적 모습을 보여 왔다.

This paper explores the stories of Wǒlbukcha families. It examines the ways in which South Korean division politics successfully produced Wǒlbukcha families as docile and active state subjects. By introducing Wǒlbukcha families strategies to deal with the continuous sense of surveillance and insecurity— their struggles to forget their families who went to North, conceal their identity as separated families, and become staunch anti-communists to prove that they are good citizens of South Korea — I illustrate how a culture of fear was produced with the mediation of the patriarchal family as an important cultural institution. At the same time, I pay particular attention to the fantasy elements in the process. I argue that fantasies of the state — both in terms of the states fantasies about the enemy and peoples fantasies of the state — were the basis and effects of the interrelationship between the state and Wǒlbukcha families that produce Wǒlbukcha families as strong state subjects.
