세계시민의 개념에 관한 시론 : 세계시민교육의 이론적 기초

Abstract

본 연구의 목적은 세계화의 진행과 더불어 최근 세계시민 및 세계시민교육에 대한 관심이 새삼스럽게 다시 증가하고 있다는 전제에서 출발하여, 세계시민의 개념에 관한 서양과 동양의 이해와 해석을 살펴보고, 특히 민족의식과 세계시민의식의 관계에 중점을 두면서 세계시민의식의 구성요소를 밝히는 데 놓여 있다. 이러한 목적에 부응하기 위하여 우선 세계시민의 개념에 관한 이해와 논의를 서양과 동양의 두 가지 지역적․역사적 준거에서 서술하였다. 여기에 기초하여 오늘날과 같은 지구촌시대에 민족의식과 세계시민의식의 관계를 어떻게 설정해야 할 것인지, 그 두 가지 개념 사이의 연계성을 어떻게 이해해야 할 것인가의 물음에 특별한 관심을 갖고 민주와 민족의 관계, 민족정체성과 헌법애국주의의 관계, 민족의식과 간문화성의 관점, 그리고 세계시민의식에 포함시킬 수 있는 구성요소를 다루었다. 결론적으로 말해서, 특히 지구촌시대의 시민교육, 즉 세계시민교육의 과제를 수행하기 위해서는 희망의 원리와 책임의 원리에서 출발해야 한다. 공간 축에서는 나-지방-지역-국가-세계-우주의 상호관계에 주의를 기울여, 지구적 수준에서 생각하면서 지방적 수준에서 행동할 수 있어야 하며, 지구가 마치 하나의 촌락처럼 좁아지고 있는 세상에서 우리는 편협하고 옹졸한 의식과 행동, 즉 촌티를 벗어 던져야 한다. 그리고 시간 축에서는 과거-현재-미래의 상관성에 대해 관심을 갖고, 특히 미래를 생각하면서 현재를 구성할 수 있어야 한다. 다시 말해서, 미래의 관점에서 출발하여 미래의 과거로서의 현재가 지니고 있는 중요성과 위상을 성찰하면서 생각하고 판단하고 행위를 해야 한다. 결국 생각은 크게 하고 시작은 작은 것부터 하라는 원칙에 따라 바람직한 지구사회의 미래상과 실천가능성의 조화를 추구해야 한다.

The purpose of this paper is to share the results of a study that focused on the concept of global citizen in the age of globalization as a basis for a future-oriented global citizenship education. To do justice to this aim, the researcher dealt with the following themes: the understanding and discourse about the concept of global citizen in the Occident and the Orient, the relationship of democracy and ethnicity, the relationship of national identity and constitutional patriotism, national consciousness and intercultural standpoint, and finally the components of global citizen consciousness. Based on the analysis and interpretation of the relevant data and literature, the author of this paper has derived the following conclusions: The pillars of the goals and tasks of global citizenship education are the principle of hope and that of responsibility, both of which implicate especially the interconnectedness of global and local level in the spatial dimension and that of future and present in the temporal dimension. In such a context, global world-view, respect for human rights and diversity, caring and peaceful resolution of conflict can be described as the components of global citizen consciousness.
