대한민국의 근대화: 국가와 사회의 분화

Abstract

대한민국은 국민국가라고 일컬어진다. 그런데 어떠한 의미에서 국민국가라고 볼 수 있는가? 이와 같은 질문을 던질 수 있는 이유는 대한민국은 국민국가가 되는 데에 서구와 같은 길을 걷지 않았기 때문이다. 서구에서의 근대국가는 사회와 국가의 분화를 전제로 하며 개인이 대두되어야만 사회와 국가의 분화가 있을 수 있다. 개인, 사회 그리고 국가라는 관념은 외래의 관념이며， 이 외래어를 수용하여야 하였던 당시에 우리에게는 그 외래어에 해당하는 실체가 없었다고 해도 과언이 아닐 것이다. 그 단적인 예가 nation이라는 용어에서 나타난다. 일상적으로 우리가 쓰는 nation은 ethnic group' 라는 의미가 강하다. 국민국가에서의 nation은 ethnic group'에 속하는 사람들이 개인으로 일단 해체가 되었다가 정치적인 원칙에 합의함으로써 다시 국민 (nation) 으로 재결합하는 과정을 거쳤다. 우리는 개인이 된 이후에 시민이 되는 과정이 생략되었다고 하겠다. 개인보다 집단을 강조하는 nation 이라는 관념에 익숙하여진 데다가， 국가가 개인 및 사회에 대하여 우위를 점하는 역사로 점철되었다. 그래서 대한민국의 정치적인 근대화는 국가와 사회의 분화를 의미하며, 이것은 대한민국의 민주화와 궤를 같이 한다고 본다.

The Republic of Korea is one of many nation-states in the current world order. term nation-state is widely used, yet it leads us to question in what sense Korea is called one. It is evident that Korean history did not through similar historical processes as the Western nation-states, and the concept of state had been given to Koreans. The Western history shows us that the building of the nation-states has presupposed the differentiation of the state and the society, which in tum has required the emergence of the individuals. When Koreans had to accept foreign concepts such as individual, society and state, it would not be an exaggeration to say that they did not have the substances in their political life appropriate for those concepts. An example for this can be found in their use of the term, nation. To this day, in Korea, the usually refers to the people belonging to the same ethnic group. In contrast, in the West, most notably in France, the process of dissolving ethnic groups into individuals took place, and the nation was built through the agreement on the political principles of individuals. In short, the Westerners as people belonging to an ethnic group were dissolved into individuals and then became citizens. Korea has lacked this kind of historical process, which suggests that Korean did not have the same concepts on these terms such as individual, society and state. Consequently the concept of nation which stressed the group over the individuals, had been inherited from the time immemorial, instead of having been developed by themselves. In addition, Korean history of modem era has the supremacy of the state over the individuals and the society. Therefore it is suggested that the modernization of Korea means the process of 98 differentiating the state and the society, which in turn means the process of democratization of Korea.
