국내정치와 남북한 관계

Abstract

이 글은 남북한 관계 분석에서 국제체계 변수와 국내정치 변수를 동시에 고려할 수 있는 분석틀을 제시하고자 하였다. 이를 위해 남북한의 대외 정책 분석에서 고전적 현실주의와 신현실주의가 가지는 장점과 한계를 짚어보고, 자유주의적 접근에 기초한 기존 연구들을 검토하였다. 그리고 신고전적 현실주의와 제2이미지 역전이론을 활용하여 남북한 관계 연구에서 국제체계 변수와 국내 정치 변수가 어떻게 연계될 수 있는지를 논의하였다. 향후 남북한 관계 연구에서는 개인 변수(최고정책결정자의 정책성향)와 국제체계 변수(특히 미중 관계)가 여전히 가장 중요한 변수이지만, 점차 소규모 의사결정집단(참모집단 혹은 후견그룹)과 지배연합(북한의 경우 종적 정책승리연합)의 역할, 그리고 여론(북한의 경우권력정당화)의 역할도 중요해질 것으로 전망된다.

This paper is an attempt to suggest an analytical framework which can reflects both international system variables and domestic political variables in explaining inter-Korean relations. This paper reviews pros and cons of classical realism and neo-realism in analyzing foreign policy of two Koreas, and existing studies adopting liberalist approach. And then, based on neo-classical realism and second –image reversed hypothesis, this paper presents how system variables and domestic variables can be linked. It is expected that small decision-making group(policy advisors group for President or Suryong), ruling coalition(in case of North Korea, vertical winning policy coalition), and public opinion(in case of North Korea, justification of political power) variables will be more and more influential in inter-Korean relations, although personal variable(policy orientation of supreme decision maker, President or Suryong) and international system variables(especially U.S.-China relations) will still remain as most influential.
