열등한 일본인과 신비화된 일본제국: 나치제국의 이데올로기와 프로파간다의 간극에 대하여

Abstract

인종 이데올로기가 중요한 국가정책이었던 나치제국에서 일본인과 일본혼혈인은 인종적 차별을 받았다. 1936년 반공산주의협약체결, 1938년 문화교류협정 체결 이후, 전쟁기에 더욱 가까워지는 일본과 독일의 관계는 삼국동맹 체결로 절정에 이르게 되는데, 일본과 독일의 우호관계가 깊어질수록 일본인에 대한 차별 또는 인종이데올로기는 논리적으로나 공식적으로 심각한 문제에 직면한다. 일본쪽의 항의도 항의지만 프로파간다적인 차원에서도 결코 유리하지 않기 때문이다. 독일과 일본의 동맹관계를 과시하는 문화행사에서 인종이데올로기와 프로파간다의 괴리는 어떤 양상을 띠었으며, 어떻게 처리되었는가? 이런 의문으로 시작하는 본 논문은 나치제국의 국가첩보원(SD=Sicherheitsdienst)이 작성한 비밀문서 <제국으로부터의 소식>(Meldungen aus dem Reich)과 독일의 코블렌츠(Koblenz) 연방문서보관소의 독일협회 자료를 통해 일본과 독일의 문화프로파간다 이면에 숨은 의미를 살펴보고자 한다. <제국으로부터의 소식>의 문서 중에서는 1942년의 심도 높은 일본관련 보고서 <시민들이 일본에 대해 가지는 견해>(Die Sicht Japans in der Bevolkerung)를 다룰 것이고, 코블렌츠 연방문서보관소의 자료 중에서는 독일에서 인종차별을 당한 일본인, 일독혼혈에 관한 문서(R64IV/31권)와 1942년 9월 18일의 만주국 건국 10주년 기념연주회 자료(R64IV/63권, 90권, 180권, 210권)를 인용하고 분석하였다. 결론적으로 독일의 인종이데올로기는 전쟁 프로파간다를 위해서는 예외를 두었고, 실제와 상황의 요구에 따라 모순도 묵인하였다. 또한 전체적으로 볼 때, 독일매체에 나타나는 일본군대를 신비화하는 정치적 프로파간다에 비해, 일상생활에서 일본인은 뭔가 열등한 인종으로 차별을 받았지만, 다른 한편, 일본제국을 상징하는 일본음악가는 독일과 일본의 프로파간다에 기여하는 중요한 역할을 할 수 있었다. 독일에서 전쟁 이전의 일본 이미지는 기모노, 사쿠라, 게이샤, 비단 등과 같이 여성적이고 에로틱한 이미지가 지배적이었으므로, 잔인하고 폭력적인 일본군대의 이미지와는 충돌하는 것이었지만, 이것은 일본인을 인종적으로 차별하면서 동시에 게르만족보다 더 게르만족 같다고 여기는 모순이 공존하는 것과 비슷한 현상이 아니었을까 한다.

In Nazi Germany the Japanese and the half-blooded Japanese were discriminated as inferior race.' This became a serious problem when the Japanese Empire formed military alliance with the Third Reich in 1940 and 1941, not only because the Japan protested against racial discrimination of its people in Germany, but also because it was disadvantageous for the German government from a propagandistic point of view. This study explores questions about the gaps between the cultural propaganda, especially the matter of alliance events in 1942, the race politics of Nazis there and how the Nazis worked with the gaps, and puts them concretely in four dimensions; gaps between race ideology and daily life, between race ideology and war propaganda, between propaganda and propaganda and between politics and the practice. I quote and analyze the following German texts; MeldungenausdemReich (ReportsfromtheThirdReich) a report drafted by Nazi secret service SD (Sicherheitsdienst) spies about the opinions of the general German people from winter 1939 until summer 1943, especially the report Opinions of citizens about Japanese (1942. 8. 11) and the Japan materials of Bundesarchiv Koblenz (R64 IV/ 31, 63, 90, 180, 193, 210) which contain accounts of the situation of the discriminated Japanese and the anniversary concert of national foundation of Manchukuo (September 1942), a propagandistic event in Berlin.
