갈등원인이 갈등수준에 미치는 영향력 분석: 쟁점요인과 매개요인의 효과를 중심으로

Abstract

본 연구의 목적은 공공갈등의 원인들이 갈등수준(강도)에 어떠한 영향을 미치는지를 규명하고 이를 토대로 이론적･정책적 시사점을 제시하는 것이다. 이를 위해 연구가설을 설정하였고, 연구가설 검증을 위해 공무원, 전문가, NGO 관계자 165명을 대상으로 설문조사를 실시하였다. 본 연구의 결과를 요약하면 다음과 같다. 첫째, 사회적 불평등은 공공갈등을 일으키는 쟁점요인(이해상충, 일방주장, 목표변화)에 정(+)의 영향을 주는 것으로 나타났다. 둘째, 갈등쟁점요인 중 이해상충은 갈등수준에 정(+)의 영향을 미치는 반면, 일방주장은 갈등수준에 영향을 미치지 않는 것으로 나타났고, 목표변화는 갈등수준에 부(-)의 영향을 미치는 것으로 나타났다. 셋째, 갈등수준에 가장 영향을 많이 미치는 요인은 신뢰부족(Beta=0.261), 절차미흡(Beta=0.254), 이해상충(Beta=0.205), 목표변화(Beta=-0.210)의 순으로 나타났다. 이는 갈등핵심요인(이해관계, 일방주장, 목표변화)보다는 갈등매개요인(신뢰부족, 절차미흡)이 공공갈등의 수준(강도)을 더 악화시킨다는 것을 의미한다. 마지막으로, 갈등매개요인이 갈등수준을 얼마나 증가(감소)시키는지에 대한 영향에 대한 효과분석 결과, 이해상충이 갈등매개요인을 통해 갈등수준에 영향을 미치는 총 효과가 0.387(매개효과=0.182)로 가장 크고, 그 다음이 목표변화로 총 효과는 –0.168(매개효과=0.042)로 나타났다.

The purpose of this study is to determine the degree of conflict intensity due to causes of public conflict, and to suggest theoretical and policy implications. In order to achieve this purpose, this paper set up research hypotheses and conducted a survey of 165 people involved in public conflicts (civil servants, experts, and NGO members). The summary of this paper is as follows. First, social inequity has a positive relationship with the core factors (e.g., conflict of interest, one-sided assertion, change of goals) generating public conflicts. Second, among the core factors, conflict of interest has a positive relationship with conflict intensity, while one-sided assertion does not influence it statistically and change goals shows a negative impact on the intensity of conflict. Third, the main factors in order of importance influencing the intensity of conflict are lack of trust (Beta=0.261), insufficient procedures (Beta=0.254), conflict of interest (Beta=0.205), and change goals (Beta=-0.210). This means that the mediating factors (lack of trust, insufficient procedures) rather than the core factors in public conflicts (e.g., conflict of interest, one-sided assertion, change goals) more exacerbate the level of public conflicts. Finally, the results of analysis of the degree to which the mediating factors influence the level of conflict show that the total effect, where conflict of interest influences conflict intensity through mediating factors, is 0.357 (mediator effect = 0.182), next that the total effect of goal changes is –0.168 (mediator effect = 0.042)
