총액배분자율편성 예산제도: 이상과 현실의 괴리

Abstract

본 연구는 총액배분자율편성 예산제도가 성공하기 위한 요건을 이론적 모형을 통해 분석하고, 우리나라에서의 제도 운용 현황을 엄밀하게 진단하고 시사점을 얻고자 하는 데 목적이 있다. 특히, 기존연구에서 고려의 대상에서 제외되었던 이익집단과 국회의원의 로비 그리고 중앙예산기관의 권한 추구 행위 등이 제도의 성공요건과 어떠한 관계가 있는지 분석했다는 점에서 의미를 갖는다. 이론 모형을 통해 분석한 결과 총액배분자율편성 예산제도가 실효성을 거두기 위해서는 중앙예산기관과 사업담당 부처의 자기이익 추구 정도, 예산당국의 정부사업에 대한 정보력, 이익집단과 정치인의 영향력, 사후평가 및 환류의 엄격함 등에 달려있다는 결론을 도출하였다. 그리고 이러한 요건들이 한국에서 성숙되어 있는지를 실증자료를 토대로 분석한 결과, 한국은 이익집단과 정치인의 영향력에 취약하고 사후평가 및 환류의 엄격함이 부족한 것으로 나타났다.

This study is designed to examine the essential factors enabling the establishment of a successful system of top-down budgeting through a theoretical model and to diagnose the current situation of the systems operation through empirical data, ultimately providing necessary policy suggestions. In particular, this study is significant in that interest groups, the lobbying activities of politicians, and the behavior of the central budget agency pursuing authority that had been excluded in previous studies are included in order to analyze how these factors are related to essential conditions for successfully operating a top-down budgeting system. According to the analysis conducted through a theoretical model, the degree of pursuit of self-interest in the ministries and central budget agency, the extent of information on government projects secured by the central budget agency, the influence of interest groups and politicians, and the presence of rigorous post-evaluation and feedback are all identified as essential factors in determining the effectiveness of a top-down budgeting system. In addition, the results of the empirical data show that current budgeting in Korea is not only vulnerable to the influence of interest groups and politicians but also lacks rigorous post-evaluation and feedback.
