The present study falls within the context of the Programme of Action adopted by the Group of 77 during their Mexico City Conference on Economic Co-operation among Developing Countries (ECDC). That meeting stressed, among other things, the need to find ways and means of expanding trade among developing countries as an essential feature of its Programme of Action. Subsequently, the same element was integrated in the Strategy for collective Reliance adopted at a meeting at Arusha ;in February11979 by the Group of 77 in their preparation for the fifth session of UNCTAD. It is worth recalling also that ECA and ECLA have been mandated to carry out most of this work by their respective legislative authorities. Moreover, the ministerial meetings of their member States have also stressed the need for strengthening existing economic and technical co-operation.
