Abstract: A presente tese analisou como os países da América Latina, especialmente a Argentina, o Brasil, o Chile e o Uruguai, direcionaram os seus lastros de proteção social em meio à alternância de governos progressistas e conservadores nas últimas três décadas e de que maneira ambos incorporaram nas suas agendas governamentais, as recomendações de cariz neoliberal das agências multilaterais do desenvolvimento frente às suas agendas sociais. Tal investigação possibilitou observar os movimentos dialéticos de ampliação e retração da proteção social perceptíveis pelo comportamento do gasto social público e do desempenho longitudinal dos indicadores sociais de saúde, educação e assistência social. A análise proposta se ateve à alternância governamental de 25 governos (progressistas e conservadores); à aferição de 18 indicadores sociais longitudinais, publicados pela Cepal e pelo Banco Mundial, no período de 1990-2018, bem como ao estudo dos planos de Ação alusivos às oito reuniões das Cúpulas das Américas das últimas três décadas. Para tanto, o percurso analítico trilhado se utilizou das lentes do método dialético crítico como teoria estruturante. Ademais, em nível metodológico, o presente estudo se caracterizou como de enfoque misto (quali-quanti) e de nível exploratório, tendo se consolidado a partir da pesquisa documental e bibliográfica. Os dados da pesquisa foram verificados a partir da metodologia da análise textual discursiva.Diante do exposto, possibilitou-se identificar o surgimento de três grandes ciclos de proteção social emergentes na região durante as últimas três décadas, sendo elas: o 1° ciclo neoliberal e neoconservador, o 2º ciclo neoliberal e progressista e o 3° ciclo neoliberal e neoconservador. Observou-se que os governos progressistas e conservadores da América Latina formularam políticas de proteção social, incorporando as orientações das agências multilaterais de desenvolvimento e produzindo ciclos protetivos submetidos aos ciclos econômicos e políticos da região, em que pese os maiores avanços nos sistemas protetivos serem observáveis durante a eminência de governos progressistas. À guisa de conclusão e em atenção à crise de saúde global emergente, ao término desta tese, dados alusivos aos desafios postos aos sistemas protetivos da região frente à pandemia de COVID-19 foram contemplados.
This thesis analyzed how the countries of Latin America, especially Argentina, Brazil, Chile, and Uruguay direct their weights of social protection within the alternation of progressive and conservative governments in the last three decades, and in which way both integrated in their governmental schedules the neoliberal recommendations of multilateral agencies in the development of their social agenda. Such investigation abled to observe the dialectical movements of expansion and retraction of social protection visible by the behavior of public social spent and the longitudinal performance of social indicators of health, education, and social assistance. The analysis here focused on governmental alternation of 25 governments (progressive and conservative); on 18 longitudinal social indicators, published by Cepal and World Bank, from 1990 to 2018, as well as on the study of allusive action plans to eight meetings of Summit of the Americas of the last three decades. Therefore, we used the dialectical and critical method as a structural theory. Furthermore, in methodology, the study was qualitative and quantitative and exploratory, based on a documental and bibliographical research. The data were checked from the methodology of the text discursive analysis.Facing the exposed, we could identify the appearance of three great cycles of social protection emerging in the region in the last three decades: the 1st neoliberal and neoconservative cycle, the 2nd neoliberal and progressive cycle, and the 3rd neoliberal and neoconservative cycle. We observed the progressive and conservative governments of Latin America formulated politics of social protection, incorporating the orientations of multilateral agencies of development, and producing protective cycles subjected to economic and political cycles of the region, emphasizing the bigger advance in protective systems observed during the progressive governments. Considering the emergent global health crisis and to conclude this thesis, in the end we present data allusive to the challenges of protective systems of the region in relation to the COVID-19 pandemic.
