Bu çalismada, TCMB'nin 1930 yilindaki kurulusundan bu yana geçirdigi kurumsal evrim bagimsizlik indeks puanlarindaki gelismelere referans verilerek karsilastirmali olarak analiz edilmistir. 1930 yilinda 0.37 olan TCMB'nin toplam yasal bagimsizlik puani 2001 yilinda yapilan reform ile 0.61 seviyesine ulasmistir. TCMB, Avrupa Merkez Bankasi ve Avrupa Merkez Bankalari Sistemi disindaki sekiz gelismis ülke merkez bankalari ile karsilastirildiginda en iyi dördüncü toplam yasal bagimsizlik puanina sahiptir.
