In addition to often-mentioned democratic deficit, the information deficit- an absence of knowledge about EU policies symbolizes one of the other significant complications of the Union. Despite the fact that EU laws and policies have effect on the national schemes of member states, the researches show that most of the European citizens are unable to understand the name and functions of the EU institutions as well as the policy areas planned at the Union level. The researches also show that the communication policies of the EU institutions are hardly influential about bringing Europe closer to its citizens. In that respect, this study argues that European exchange programs can be considered as another means to increase the awareness and knowledge of the young Europeans about the EU and an end to deal with information deficit as well as to increase support for European integration. So as to analyze the influence of exchange programs on the knowledge of the EU, a questionnaire was organized within the framework of this study on a sample group composed of students participating in Erasmus mobility programs. The questionnaire was distributed electronically in four of the most well-known universities in Ankara; Ankara University, Bilkent University, Hacettepe University and Middle East Technical University (METU) before and after the mobility periods. The results of the paired sample t-test which compares the pre-test and post-test results suggest that participating in the Erasmus program can be effective in terms of the knowledge of the participants about the EU to a large extent.

Reforming the European union budget: a socıal constructivist policy approach
Deniz, Mustafa; Kahraman, Sevilay; Department of International Relations (2010)
The budget of the European Union has accomplished a significant role for European integration in the history of the Union. However, it has not resulted into anticipated developments compatible with the Union’s institutional policy reform process in the last decades. The budget has emerged as a consequence of path dependent developments in its historical progress, which has dragged the European Union to a critical stage. It is rather challenging for the Union now to sustain the current structure of the budge...

Konur, Banu Nesibe; Bağcı, Hüseyin; Department of European Studies (2019)
One of the most important of debates over the role of the EU in post-Cold War period has been the Normative Power Europe which is built on the idea that the EU does not act as traditional actors in terms of foreign policy and has a norm-setter and promoter role in post-Cold War period. The Normative Power Europe concept has been highly embraced by the EU Representatives, as well. However, the anarchic structure of the system can limit the actions of actors and acts as an important determinant in decision-ma...

In this thesis, it is argued that technocratic and elitist institutional structure of the Union causes this democratic deficit. Therefore, in order to rectify it and make the Union more legitimate in the eyes of its citizens, the institutions of the Union should be re-struc...
