ANALYZING THE RELATIONSHIP BETWEEN DISASTER RISK MITIGATION AND URBAN PLANNING PROCESSES: THE CASE STUDY OF ESKISEHIR CITY

The aim of this study is to discuss the effectiveness and efficiency of urban planning in reducing the risk of natural disasters in cities and to analyse the relationship between planning and disaster mitigation processes. The study focuses particularly on the analysis of Eskişehir case with reference to data and information on disaster risk analysis, existing urban development plans as well as the plan implementation processes. After the 1999 Gölcük and Düzce Earthquakes, Eskişehir has also faced and to a certain extent suffered the destructiveness of natural disasters. The 1999 Earthquakes have indicated that post-disaster recovery policies would not suffice to mitigate and manage disaster risks in Turkish cities. Thus reforms have been made in order to change the perspective and the legislation of risk management and urban planning in Turkey. In this direction, a new urban planning process has been initiated in Eskişehir. In this regard, this thesis aims to examine these recent urban planning processes in Eskişehir city by paying attention to natural disaster risk situation of the city. In particular, the research analyses a) the availability of disaster risk data and information as inputs to urban planning, b) the extent to which disaster risk data reflects the natural disaster situation of the city, c) the coverage and utilization of disaster risk data in related urban development plans of Eskişehir, and finally d) the impacts of urban plans on actual implementation. In summary, this thesis aims to contribute to policy-oriented studies that work for building an institutional system, in which urban planning and natural disaster risk management processes work in coordination to create resilient cities.
