New Britain, New House of Lords? – The first section of this paper provides a brief overview of the history of the House of Lords since the approval of the Parliament Act in 1911. The second section then goes on to examine the proposals put forward by Britain’s three main political parties (Conservative, Labour and Liberal Democrats) over the last two decades. The third section is devoted to the defeat of the House of Lords Reform Bill 2012 and the limited changes introduced by the House of Lords Reform Act 2014. The fourth part of the paper focuses on chapter 11 of the Labour Party’s proposed reform of the second chamber contained in its set of recommendations A New Britain. Renewing Our Democracy and Rebuilding Our Economy presented to the general public in December 2022. Finally, this paper highlights the fact that opting for a fully elected second chamber would certainly overcome the lack of democratic legitimization however it could also create a series of severe problems with regard to the functionality of Britain’s parliamentary form government.
