Title: Educação inclusiva: das políticas públicas às percepções docentes

Abstract: Neste trabalho de pesquisa procuramos conhecer e analisar as políticas públicas do Estado de Minas Gerais referentes à Educação Especial e Educação Inclusiva, no período de 1990 a 2001 e desenvolver uma análise comparativa entre o que está presente na legislação e as percepções que os professores das séries iniciais do Ensino Fundamental, que trabalham nas escolas comuns da rede estadual construíram a respeito do tema. Buscamos assim, conhecer as possibilidades e dificuldades da inclusão social e pedagógica de alunos com algum tipo de deficiência, a partir da escuta da voz de sete professoras que trabalham em escolas comuns e têm em suas salas, alunos com deficiência. Foram analisados documentos com as políticas públicas educacionais do Estado de Minas Gerais e realizadas entrevistas semi-estruturadas com professoras da rede. A análise das políticas evidenciou que o Estado vem implementando ações para construir uma Educação Inclusiva, mas essas iniciativas precisam ser intensificadas, no sentido de atingir um número maior de escolas. A análise das percepções docentes demonstra que as professoras se sentem inseguras para trabalhar com os alunos com deficiência, acreditam que necessitam de um saber especializado para educar esses alunos e que eles precisam da classe e da escola especial. Estes serviços aparecem como indispensáveis e o paradigma da integração, em contraposição à inclusão, ainda é vigente entre as professoras. Esses resultados apontam para a necessidade de mudanças significativas no cenário educacional mineiro e podemos dizer que é premente que aconteçam investimentos na formação dos professores, serviços de apoio aos alunos deficientes que estão freqüentando as escolas comuns e principalmente investimentos em processos de sensibilização das comunidades escolares para que a cultura da exclusão ceda lugar a uma educação inclusiva e possível a todos.
Abstract: The intention of this research is to focus on and analyze the public policies in the state of Minas Gerais regarding the Inclusive Education and Special Education in the period from 1990 to 2001. It also analyses comparatively specific contents in our legislation and perceptions of teachers of the State School System in the first years of Elementary School. We aim at getting to know the possibilities and difficulties of social and pedagogical inclusion of students with certain deficiencies. The starting point are personal accounts of seven teachers who work in regular schools and who have students with deficiencies in their classrooms. Documents with public educational policies from the state of Minas Gerais were analyzed and semistructured interviews were conducted with the teachers. The analyses of these policies revealed that the state has been implementing actions in order to develop an Inclusive Education, but these initiatives must be intensified so as to reach a greater number of schools. An analysis of that which many teachers reported demonstrates that many of them feel insecure when working with students who have deficiencies. They believe that it is necessary for them to posses a specialized knowledge in order to educate these students who, in their opinion, should have special classes and schools. This type of service is seen as indispensable and the paradigm of integration, as opposed to inclusion, still remains among these teachers. These results point to a need of significant changes in the educational scenario of Minas gerais. Furthermore, we are able to say that investments in the teachers training, aid services to the students with difficulties and especially a sensibilizing process in the community are also urgently needed so that the culture of exclusion may give way to an inclusive education that is available to everyone.
