Resumo: A categoria bancária é uma das mais organizadas do Brasil. Ao longo de sua história constituiu-se como importante referência para a classe trabalhadora em diversos setores. Esta tese tem por objetivo examinar a dinâmica do sindicalismo bancário durante os governos federais do Partido dos Trabalhadores (PT) (2003 a maio de 2016). Para isso, debate interpretações que foram feitas sobre esses governos e de que forma se moldaram as relações políticas com o movimento sindical. Busca-se compreender as continuidades e as mudanças nas dimensões políticas, de organização, reivindicação, negociação e mobilização dos bancários. O período foi permeado por reconfigurações sindicais, inclusive na categoria, que levaram a novos rearranjos políticos. A tese discute as estruturas sindicais, as disputas internas entre diferentes correntes e perspectivas, o perfil do trabalhador e seu engajamento em ações coletivas, as pautas de reivindicações e as atividades políticas construídas pelos sindicatos. Observou-se que o movimento sindical bancário manteve a capacidade de realizar mobilizações e logrou melhorias frente a uma conjuntura política e econômica favorável durante a maior parte do período. Com isso, ampliou conquistas econômicas, cláusulas sociais e na atuação sindical, que podem ser medidas pelo exame da Convenção Coletiva de Trabalho (CCT) e pela quantidade de greves que foram realizadas. Isso é algo que diferencia este contexto do período anterior. Por outro lado, permaneceram problemas relacionados às condições de trabalho e à flexibilização das relações de trabalho. Dessa forma, a tese analisa as terceirizações; o modelo de gestão realizada pelos bancos, que ocasiona forte pressão sobre os trabalhadores; as desigualdades de remuneração e oportunidades entre os trabalhadores; a estrutura sindical corporativa, que levou à fragmentação do setor financeiro em diversas categorias ao longo das últimas décadas, e, por fim, as medidas adotadas pelo sindicalismo para reverter a fragmentação, mas que ainda se revelam incipientes

Abstract: The banking category is one of the most organized in Brazil. Throughout its history it has constituted like important reference for the working class in diverse sectors. This thesis aims to examine the dynamics of banking syndicalism during the federal governments of the Workers' Party (PT). To that end, it debates interpretations that have been made about these governments and how political relations have been shaped by the trade union movement. It seeks to understand the continuities and changes in the political dimensions of organization, demand, negotiation and mobilization of bankers. The period was permeated by union reconfigurations, including in the category, that led to new political rearrangements. The thesis discusses union structures, internal disputes between different currents and perspectives, the profile of the worker and his engagement in collective actions, the patterns of demands and the political activities built by the unions. It was noted that the banking syndical movement maintained the capacity to mobilize and obtain improvements face a favorable political and economic environment during most of the period. As a result, it expanded economic achievements, social clauses and union activities, which can be measured by examining the Collective Labor Convention (CCT) and by the number of strikes that were carried out in the period. This is something that sets this context apart from the previous period. On the other hand, problems related to working conditions and flexibilization remained. Thus, the thesis also analyzes outsourcing; the model of management carried out by the banks, which causes strong pressure on the workers; the inequalities of remuneration and opportunities among workers; the corporate trade union structure, which has led to the fragmentation of the financial sector into several categories over the last decades, and, finally, the measures taken by trade unionism to reverse the fragmentation, but which are still incipient
