Resumo: Esta tese versa sobre as políticas para a educação profissional e superior nos governos de Luiz Inácio Lula da Silva (2003-2010) e de Dilma Rousseff (2011-2016), buscando compreender essas políticas à luz das relações entre educação e trabalho. Para tanto, buscamos caracterizar o tipo de desenvolvimento do mercado de trabalho na primeira década e meia dos anos 2000 e selecionar quais foram as principais políticas e programas levados a cabo para a expansão da educação profissional e superior nos anos de governos petista. Utilizamos como critério de seleção das políticas e programas as que tiveram maiores impactos tanto no número de matrículas quanto por mobilizar maiores volumes de recursos públicos. Dessa forma, selecionamos a expansão da Rede Federal de educação profissional, o programa de fomento ao Ensino Técnico integrado ao Ensino Médio nas redes públicas não federais (Brasil Profissionalizado) e o programa Bolsa-Formação do Pronatec, para o educação profissional, e a expansão das Universidades Federais (Reuni), o Prouni e o Fies, para a educação superior. Assim, buscamos trabalhar com dados quantitativos para fazer a descrição empírica do impacto desses programas nos dois critérios utilizados na seleção. Entretanto, por se tratar de uma tese no campo da relação entre educação e trabalho, buscamos compreender também a diferença de qualidade das vagas oferecidas em cada um desses programas. O que ficou claro para nós é que as políticas para a educação profissional e superior do período, ao privilegiarem o fomento de vagas junto às instituições privadas, também apresentaram uma clara distinção qualitativa, como uma forma de dualidade que passou a se reproduzir também nesses níveis e modalidades da educação nacional. Para nós, essa distinção responde à necessidade de formação desigual e combinada da força de trabalho. Por último, enfatizamos que as políticas de inclusão privatista, além de serem de baixa qualidade, também se mostraram uma forma inconsistente de expansão da educação profissional e superior no país, já que declinaram ainda nos últimos anos do governo Dilma Rousseff como efeito da crise capitalista. Nas instituições públicas, a despeito do corte de verbas dos últimos anos, as matrículas e o processo de expansão se mostraram muito mais consistentes frente à crise econômica

Abstract: This thesis deals with the policies for professional and higher education in the governments of Luiz Inácio Lula da Silva (2003-2010) and Dilma Rousseff (2011-2016), seeking to understand these policies in the light of the relations between education and work. To this end, we seek to characterize the type of development of the labor market in the first decade and a half of the 2000s and to select which were the main policies and programs carried out for the expansion of professional and higher education in the years of PT governments. We used as criteria for the selection of policies and programs those that had the greatest impact both in the number of enrollments and in mobilizing greater volumes of public resources. Thus, we selected the expansion of the Federal Professional Education Network, the program to promote Technical Education integrated with Secondary Education in public non-federal networks (Brasil Profissionalizado) and the Pronatec Scholarship Program for professional education, and the expansion Federal Universities (Reuni), Prouni and Fies, for higher education. Thus, we seek to work with quantitative data to make an empirical description of the impact of these programs on the two criteria used in the selection. However, as it is a thesis in the field of the relationship between education and work, we also seek to understand the difference in quality of the vacancies offered in each of these programs. What became clear to us is that the policies for professional and higher education of the period, when privileging the promotion of vacancies with private institutions, also showed a clear qualitative distinction, as a form of duality that started to reproduce also at these levels and modalities of national education. For us, this distinction responds to the need for uneven and combined training of the workforce. Finally, we emphasize that the privatist inclusion policies, in addition to being of low quality, have also proved to be an inconsistent way of expanding professional and higher education in the country, since they still declined in the last years of the Dilma Rousseff government as an effect of the capitalist crisis. .
