Resumo: El objetivo es contribuir al estudio de los dispositivos que actúan en la defensa del neoliberalismo en América Latina. Nuestro argumento es que el nuevo boom de think tanks registrado al comienzo del siglo XXI en el subcontinente responde a una estrategia defensiva y ofensiva articulada a escala local, regional e internacional que dio apoyo material y simbólico frente a los desafíos abiertos tras los procesos de impugnación y apertura del ciclo progresista en la región. Partiendo de la pregunta por el cómo, el objetivo de este trabajo fue estudiar las acciones emprendidas por think tanks pro mercado a partir de las redes transnacionales actuantes en América Latina tomando el caso de la Fundación Internacional para la Libertad. Nuestra hipótesis es que la Fundación Internacional para la Libertad, liderada por el novelista peruano Mario Vargas Llosa, puso en funcionamiento una serie de repertorios dirigidos a escenificar y traducir en momentos concretos una doctrina liberal ofensiva sobre los ejes centrales de la agenda construida al transcurrir el fin de la Guerra Fría según una serie de tópicos que permitieron recolocar la impugnación del neoliberalismo como un problema de seguridad en tanto amenaza al Estado de Derecho configurado a partir de la garantía de una institucionalidad democrática regida por los valores y principios de la sociedad de libre mercado que acabó actualizando las gramáticas políticas centradas en la idea del peligro de la triada populismo -comunismo -autoritarismo. Partiendo de las reflexiones de Antonio Gramsci en torno a la traducción y traducibilidad, se buscó realizar un ejercicio analítico que busque incorporar al análisis la traducibilidad en su carácter histórico y político. En este sentido, entendemos que las acciones de la Fundación Internacional para la Libertad dirigidas a crear y reforzar cuadros de entendimiento en torno a la realidad latinoamericana no responde únicamente a una estrategia discursiva que permite recuperar imaginarios del pasado en su uso presente, sino de un ejercicio práctico de traducibilidad orientado tanto al asedio del enemigo como a la organización y conectividad atlántica de los defensores de la agenda impugnada. Este estudio dependió del balanceo entre tres estrategias analíticas: la primera abocada a la reconstrucción socio histórica sobre las relaciones y alianzas conformadas por defensores de las ideas y valores liberales en América Latina en torno al campo de los think tanks; la segunda, centrada en la captura de estrategias, recursos, capitales y apoyos movilizados por la Fundación Internacional para la Libertad para intervenir en los procesos políticos y los espacios de socialización; y la tercera, colocando nuestra atención en la producción intelectual derivados del campo y sus partícipes, vínculos con otros espacios o esferas sociales y generación de coaliciones, y su relación con formatos de producción tales como discursos, narrativas, pronunciamientos e intervenciones que aparecen en oposición a otros modos particulares de comprensión del mundo social. Así se busco capturar la articulación entre agentes, texto/discursos y contextos, donde se da el paso de las ideas a los discursos y de allí a la disputa política. Se trabajó a partir de la triangulación de un corpus compuesto por producción académica, fuentes producidas por la propia institución (documentos de divulgación, publicaciones en websites institucionales, registros de foros y seminarios, certificados alojados en el Registro de Fundaciones de España) y fuentes de otras instituciones y vehículos de comunicación

Abstract: The aim is to contribute to the study of the mechanisms at work in the defence of neoliberal-ism in Latin America. Our argument is that the new boom of think tanks registered at the be-ginning of the 21st century in the subcontinent responds to a defensive and offensive strategy articulated on a local, regional and international level which provided material and symbolic support due to the challenges opened up by the processes of contestation and opening of the progressive cycle along the region. Starting from the question of the modus operandi, the aim of this paper was to study the actions undertaken by pro-market think tanks observing the transnational networks operating in Latin America, taking the case of the Fundación Interna-cional para la Libertad. Our hypothesis is that the International Freedom Foundation, led by the Peruvian novelist Mario Vargas Llosa, put into operation a series of repertoires aimed to staging and translating into concrete moments an offensive liberal doctrine on the central axis of the agenda set up at the end of the Cold War according to a series of topics that made possible to reput the contestation of neoliberalism as a regional security problem under the idea of a threat to the rule of law configured on the basis of the guarantee of democratic institutionality governed by the values and principles of the free market society, which ended up updating the political grammars centred on the idea of the danger of the populism - communism - authoritarianism triad. Starting from Antonio Gramsci's reflections on translation and translatability, we sought to carry out an analytical exercise that seeks to incorporate translatability in its historical and political character. In this sense, we understand that the actions of the Fundación Internacional para la Libertad aimed at creating and reinforcing frames of understanding around the Latin American reality do not only respond to a discursive strategy that allows to recover past imaginaries in their present use, but also to a practical exercise of translatability oriented towards both the siege of the enemy and the organisation and Atlantic connectivity of the defenders of the contested agenda. This study depended on balancing three analytical strategies: the first focused on the socio-historical reconstruction of the relationships and alliances formed by advocaters of liberal ideas and values in Latin America around the field of think tanks; the second, was centred on capturing the strategies, resources, capital and support mobilised by the Fundación Internacional para la Libertad to intervene in political processes and spaces of socialisation; and the third, focusing our attention on the intellectual production derivative from the field and its participants, links with other spaces or social spheres and the generation of coalitions, and their relation with production formats such as discourses, narratives, pronouncements and interventions that appear in opposition to other particular ways of understanding the social world. In this way, we sought to capture the articulation between agents, text/discourses and contexts, where the passage from ideas to discourses and from there to political dispute takes place. We worked on the basis of the triangulation of a corpus composed of academic production, sources produced by the institution itself (dissemination documents, publications on institutional websites, records of forums and seminars, certificates hosted in the registry of foundations of Spain) and sources from other institutions and communication vehicles
