This study is intended to examine the process of "Authoritarianization" of Republic of Korea (ROK) from 1948 to 1955. ROK became independent in 1948, after three years rule of the United States. The first constitution of ROK adopted a political system, in which the Diet was expected to play a central role. The Diet was given the rights to appoint the President and to consent to the appointment of Prime Minister by the President, although it could not nonconfident the President and the Prime Minister. However, in the actual Korean political history after 1948, the Diet could not use this constitutional advantage against the President effectively. Rather, the President, Syngman Rhee, neglected the Diet very often, and the Diet was losing its political power gradually. The reasons why the Diet could not effectively use the constitutional advantage are as follows. First, the Diet could not bear a strong political party, which could be a political rival of Syngman Rhee. The biggest parties of the each Diet, Korean Democratic Party, Democratic National Party and Democratic Party, was formed by the people of capitalist class , whose fortunes were built under Japanese rule. In Korea, where her revelation was "given" by the unconditional sur-render of Japan to the Allied Forces, the people who were under Japanese rule were lacked their legitimacy as political leaders of the newly independent country, because they did not have enough experiences of independence movements. As a result of this unique process of Korean decolonization, although their fortunes could assure their Diet seats, they could not assure their Presidential seat without legitimacy from the independence movements. Secondly, Korean state was inherited strong administrative and financial power from Japanese rule. The state could control entire financial system of Korea at the time. Syngman Rhee used this financial power of the state politically to depress the capitals , which supported opposition parties. As a result of it , opposition parties were losing their financial power, adding to their legitimacy. Without strong parties , which can resist against the President durably, it is very hard for the Diet to use its constitutional rights against the President. When the Diet of ROK lost their actual power to resist against Syngman Rhee, the political system started the "Authoritarianization". In other words, the "Authoritarianization" of ROK has deep relationship with the legacy of Japanese rule and the unique process of Korean decolonization.
