| Abstract |
人工林資源を基盤に地域の林業を活性化するためには，森林組合の林産事業とともに民間の素材生産業者を育成し，地域的素材生産力の向上を図る必要がある．本報告は，このような素材生産業者の育成方向を検討したものであり，熊本県内の素材生産業者全員に対するアンケート調査によって，①経営構造（企業形態，生産規模及び労働力），②生産構造（林業機械等の生産力基盤，生産用立木の取得形態及び生産した素材の販売）そして③直...面する問題点と課題などを明らかにし，これをもとに素材生産業者の育成方向を検討している．素材生産楽業者の育成方向としては，①育成対象を2000m^3以上の上層に限定し，それ以下は伐出労働者として再編成すること，②高性能林業機械のオペレータ等の若手労働者の養成のために有給制の公的林業労働者養成機関を創設し，第3セクター方式の団体をこのような方向に再編成すること，③高性能林業機械の導入を促進すること，④素材生産業者を主たる組合員とし，幅広い事業種目を有する林産事業協同組合を創設すること，などを提言している．
To increase the capacity of local forestry using resources of artificial forests, we should establish logging enterprises and develop productivity of logging. In this paper, methods of establish of logging enterprises are anaLyzed management, production system and problems encountered questionnaire to all loggers in Kumamoto Prefecture. From the results the following is suggested; (1)recipients of assistance of establish of logging enterprises should be limited to production over 2000m^3 and less 2000m^3 be reorganized as logging workers, (2) training organizations for salaried young workers such as high performance logging machine operators should be established by government, and organization such as "the third sector" should be reorganized to implement it, (3) introduction of high performance logging machines should be promoted, and (4) forest producers cooperative composed of log production dealers.show more
