抄録: The Provisional Government of Free India, established as an upper organization of the Indian National Army which allied with Japanese forces during World War Ⅱ, has been viewed from two different angles. One viewpoint is that the Provisional Government was just a de facto puppet in the hands of the Japanese, while the other no doubt justifies it to advocate an illustrative contribution of Japan to the independence of Asian countries. The author positively investigates the actual process of establishment of the Government, mainly based on archives in Ministry of Foreign Affairs. It was not by the Japanese but by Subhas Chandra Bose, who became its leader, that the plan of establishing the Provisional Government was devised. He tried to keep his leadership at home by realizing the establishment of government abroad, which had been the very issue of domestic politics in India. The Japanese, on the other hand, may have approved the Provisional Government, however, they regarded it as nothing but "an organization called' the Provisional Government of Free India'".
