For more than a generation public
housing has been the primary governmental
program for providing adequate
shelter for low-income families in
Texas and across the nation. While
several other programs to assist moderate
and low-income families secure
decent housing have been instituted
in recent years, public housing today
remains an essential source of
shelter for a significant number of
Texas families. Public housing is
not available in all areas of the
state, however, and on a statewide
basis public housing is available to
only about one-fourth of the families
whose incomes are too low to
enable them to afford any other form
of adequate shelter.
