Emprego de Veículos Aéreos Não Tripulados Comerciais (Unmanned Aircraft Systems commercial off the shelf– UAS COTS) em operações ofensivas contra navios e instalações portuárias

Abstract

Com o despoletar do conflito na Síria, verificou-se um escalar na adaptabilidade por parte do maior responsável pela mesma, o grupo insurgente conhecido como ISIS (grupo terrorista da Síria e do Iraque). Embora esse mesmo grupo tenha recursos limitados, encontrou uma solução barata e acessível no mercado, os Unmanned Aircraft Systems Commercial Off The Shelf (UAS COTS), mostrando que um simples UAS COTS, vocacionado para o mundo civil, pode ser adaptado como ferramenta do terror ou para realizar ações de espionagem. Esta dissertação apresenta um estudo sobre as capacidades dos UAS COTS, identificando vantagens da sua utilização para a realização de operações ofensivas contra navios e instalações portuárias. Para a elaboração desta dissertação, foram utilizados artigos, estudos na área, publicações NATO (North Atlantic Treaty Organization) e entrevistas informais para recolha de informação base. Depois de analisada a informação recolhida pelo autor desta dissertação, foram realizados testes no terreno com o objetivo de verificar as capacidades dos UAS COTS e identificar novas capacidades que não tenham sido identificadas durante a recolha de informação. A mesma dissertação conclui com a apresentação dos resultados obtidos, propostas de procedimentos para a utilização deste tipo de sistemas e propostas para futuras investigações relacionadas com UAS COTS.

With the outbreak of the conflict in Syria, there has been a scaling in adaptability on the part of the largest party responsible for it, the insurgent group known as the ISIS (terrorist group from Syria and Iraq). While the same group has limited resources, it had found a cheap and affordable solution on the market, Unmanned Aircraft Systems Commercial Off the Shelf (UAS COTS), showing that a simple civil-oriented UAS COTS, can be retrofitted as a tool of terror or even to perform spying actions. This dissertation presents a study about the capabilities of UAS COTS, identifying advantages of its use for offensive operations against ships and port facilities. For the preparation of this dissertation, the author makes use of articles, studies in the area, publications from North Atlantic Treaty Organization (NATO) and informal interviews were used to collect basic information. Based on the information collected by the author of this dissertation, field tests were carried out to verify the capabilities of UAS COTS and identify new capacities that was not identified during data collection. The same dissertation concludes with the presentation of the obtained results, proposals for procedures for the use of this type of systems and research proposals.
