O presente trabalho, analisa a importância da criação de equipas de pesquisa HUMINT
ao nível do dispositivo Territorial da Guarda Nacional Republicana (GNR), para a melhoria
do respetivo processo de produção de informações, sendo esse o objeto de estudo da presente
investigação.
Como desenho de pesquisa, utilizou-se o estudo de caso, cujo objetivo geral é propor
um modelo para implementação de equipas de pesquisa HUMINT, ao nível do dispositivo
territorial da GNR, em Portugal continental.
O percurso metodológico centra-se numa estratégia de investigação qualitativa,
recorrendo-se para o efeito, a técnicas de recolha documentais, com base na documentação
doutrinária, bem como ao acervo legislativo vigente, referente ao objeto de estudo. Recorreu se ainda a técnicas de recolha não documentais, com a realização de entrevistas
semiestruturadas, a entidades com experiência na área de informações, nomeadamente, aos
Oficiais de Informações dos Comandos Territoriais (CTer) da GNR, ao Exmo. Sr. Diretor
da Direção de Informações, do Comando Operacional da GNR, bem como a dois Oficiais
da Guardia Civil espanhola.
Como resultado da investigação desenvolvida, é proposto um modelo para
implementação de equipas de pesquisa HUMINT, segundo o qual, a estrutura de
informações nos CTer, atualmente na dependência das SIIC, é transferida para a área de
operações, onde se pretende criar uma estrutura dedicada em exclusivo à atividade de
informações, que contemple efetivo especializado na pesquisa HUMINT, um pouco à
semelhança do que é feito ao nível tático, na Guardia Civil. Abstract: The present work analyzes the importance of creating HUMINT collection teams at
the level of the Republican National Guard (GNR) Territorial structure, for the improvement
of the respective intelligence production process, which is the object of study of the present
investigation.
As a research design, the case study will be used, whose general objective is to propose
a model for the implementation of HUMINT collection teams, at the level of the GNR
territorial structure, in mainland Portugal.
The methodological path is centered on a qualitative research strategy, using
documentary collection techniques for this purpose, based on doctrinal documentation, as
well as the current legislative collection, referring to the object of investigation. Non documentary collection techniques will also be used, with semi-structured interviews, to
entities with experience in the intelligence area, namely, the Intelligence Officers of the GNR
Territorial Commands (CTer), the Director of the Information Directorate, of the GNR
Operational Command, as well as two officers of the Spanish Guardia Civil.
As a result of the research carried out, a model for the implementation of HUMINT
collection teams is proposed, according to which the information structure in the CTer,
currently under the SIIC, is transferred to the operations area, where the intention is to
create a dedicated structure exclusively for the intelligence activity, which includes staff
specialized in HUMINT collection, somewhat similar to what is done at the tactical level, at
the Guardia Civil.
