Abstract(s)
A compilação e a análise dos dados de sinistralidade são elementos fundamentais em qualquer processo que vise a gestão da segurança. A sua importância é largamente reconhecida em toda a indústria petrolífera.
Com o presente estudo de caso pretende-se avaliar:
A relação de casualidade entre as alterações nos procedimentos de segurança implementados na Refinaria de Sines e os índices de sinistralidade evidenciados;
A evolução dos referidos índices de sinistralidade face às congéneres europeias.
Para o efeito foram tomados como referência os relatórios da CONCAWE (European Oil Company Organisation for Environment, Health and Safety) que contêm os índices de sinistralidade de 97% da capacidade de refinação instalada ao nível europeu, para o período compreendido entre 1993 e 2008.
Verificou-se que pese embora a grande evolução verificada nos índices de sinistralidade da Refinaria de Sines, estes ainda se encontram acima do que seria expectável, quando comparados com os índices da CONCAWE.
Foram complementarmente compilados os dados relativos aos tratamentos efectuados no Posto Médico da Refinaria de Sines, no período compreendido entre 2000 e 2008 tanto a pessoal próprio como a funcionários de empresas prestadoras de serviços. Estes dados foram posteriormente analisados, verificando-se a sua evolução positiva face às medidas de segurança que ao longo do tempo foram sendo implementadas na Refinaria de Sines.
A análise da informação compilada permite verificar que existem dois momentos chave na redução dos tratamentos efectuados no Posto Médico da Refinaria de Sines. Com a entrada em vigor do Decreto-Lei 273/2003 de 29 de Outubro e as medidas entretanto impostas pela Galp Energia e pela direcção da Refinaria de Sines, verificou-se um claro decréscimo no número de tratamentos efectuados. A partir do ano de 2005, com a instituição do programa de auditorias comportamentais verificou-se novo decréscimo no número de tratamentos, resultado duma maior consciencialização de todos os trabalhadores em matéria de comportamentos seguros.
The compilation and analysis of accident data are the key elements in any process aimed at security management. Its importance is widely recognized throughout the oil industry. The present case study aims to assess: The direction of causality between changes in security procedures implemented from Sines and the loss ratios shown; The development of these loss ratios compared to European counterparts. To this end were taken as reference reports from CONCAWE (European Oil Company Organisation for Environment, Health and Safety) that contain the accident rates of 97% of refining capacity installed at the Europe, for the period between 1993 and 2008. It was found that despite the great development in the accident rate of Sines Refinery, those are still above what would be expected, when compared with the contents of the CONCAWE. Complementarily, data from all treatment in the Medical Post of the Sines Refinery in the period between 2000 and 2008 were compiled for own personnel and employees of subcontractors. These data were further analyzed by following its evolution in relation to security measures over time were implemented from Sines. The analysis of information gathered shows that there are two key moments in the reduction of the treatment used in the Medical Post of the Sines Refinery. With the entry into force of DL 273/2003 of 29 October and the measures imposed by Galp Energia however and the top management of the Sines Refinery, there was a clear decrease in the number of treatments performed. In the year 2005, with the establishment of the behavioral audit program there was further decrease in the number of treatments, resulting from a greater awareness of all workers on safe behaviors
