Inimigos da Nação? : uma visão sobre dez anos de relações luso-alemãs (1916-1926)

Abstract

Esta presente dissertação tenta dar luz às relações luso-alemãs num período abrangido por dez anos de governo da I República Portuguesa (1916-1926). Começaremos por um enfoque nas políticas restritivas das liberdades dos cidadãos alemães após a declaração de guerra por parte da Alemanha (Cap. 1) e o consequente êxodo de alemães residentes em território nacional, assim como o confisco dos seus bens através da criação de um organismo criado com esse propósito – a Intendência dos Bens dos Inimigos; Prosseguiremos com o período imediato ao final da guerra abordando os primeiros passos reconciliatórios entre Portugal e a Alemanha (Cap. 2) com especial menção para a imigração de nacionais deste último país para Angola; Terminaremos com uma última parte dedicada à evolução das relações luso-alemãs nos anos 20 (Cap. 3) apresentando exemplos de sucesso, assim como o contrário, na aproximação destes dois países, em especial para o complexo caso das reparações devidas a Portugal por haver participado na guerra.

This present thesis tries to address the subject of the Portuguese-German international relations encompassing a period of ten years of the First Portuguese Republic (1916-1926). We’ll start by focusing on the restrictive policies against the rights of German citizens after the declaration of war from Germany (chap. 1) and the consequently flight of German residents from Portuguese territory, as well as the seizure of all their belongings and property through the creation of a state official department – Intendência dos Bens dos Inimigos; We’ll proceed with the Post-War period and the first reconciliatory measures between Portugal and Germany (Chap. 2) with a special highlight on the matter of the German immigration towards Angola. The last part of this work will address the evolution of the Portuguese-German international relations throughout the first half of the 1920s (Chap. 3) mentioning the successful, and not so successful, examples regarding the tightening of communication between both countries, especially on the matter of the war reparations owed to Portugal for having participated in the war.
