The Eastern Dimension of the European Union – Does it Complement or Compete with Other Directions of the EU Foreign Policy? (analogies and discrepancies)
Abstract
Pomimo iż Partnerstwo Wschodnie uzyskało poparcie państw czonkowskich UE, jest to inicjatywa konkurencyjna dla Unii Śródziemnomorskiej, mocno forsowanej przez Francję. Polityka wschodnia może odciągać uwagę Unii od tak ważnej dla Francji kwestii Afryki Północnej i dlatego można spodziewać się działań Francji zmierzających do marginalizacji znaczenia Partnerstwa Wschodniego. Na takie stanowisko może również wpłynąć postawa Rosji (próba podjęcia przez Francję współpracy na linii Paryż-Berlin-Moskwa, z pominięciem interesów Polski i państw Europy Środkowej i Wschodniej).
Although Eastern Partnership has won the support of the EU Member States it remains an initiative competitive for the Mediterranean Union, which is strongly promoted by France. Eastern policy can distract the EU’s attention from the issue of North Africa France places so much importance on, therefore France can be expected to tend to marginalize the significance of Eastern Partnership. The same attitude may also be supported by Russia (as France attempts to establish cooperation along the Paris-Berlin-Moscow line, while neglecting the interests of Poland and Central and Eastern European countries).
