Resumen
In Colombia, 36 paramos complexes have been identified, distributed in the mountains of the country. The Complex of Paramos Jurisdictions - Santurbán - Berlin with an approximate area of 129,743 hectares was the first to be delimited by resolution 2090 of 2014, however it was repealed in November 2017. This complex has been the most studied and controversial in the last years in the country because the mining exploitation compromises the water reserves of the communities of the border area between Colombia and Venezuela, including the city of Bucaramanga, Santander. This document develops the methodology of Strategic Environmental Assessment (SEA) for the aforementioned case, with the aim of contributing to the discussion and construction of a Territorial Organization Policy of Strategic Ecosystems (TOPSE), which manages to account for the territorial problems and multisector from a sustainability perspective. As a conclusion of this study, it is possible to affirm the need to incorporate the SEA, in the different strategic ecosystems, to the decision-making at the national level through the debate of the results in the Congress of the Republic and its different committees.
