Velhices marginalizadas: um estudo da pessoa idosa em situação de rua na perspectiva de direitos

Resumo
O presente estudo trata das variadas faces do processo de envelhecimento e da velhice humana no cenário contemporâneo do sistema capitalista, que se configura extremamente desigual em que a pessoa idosa não está imune aos reflexos das expressões da questão social quando, está exposta a viver em condições degradantes estando em situação de rua. Embora haja existência de avanços no que concerne aos direitos sociais previstos as pessoas idosas e as pessoas em situação de rua, mediante a materialização das políticas públicas, após a Constituição Federal de 1988, ainda deparamos com esta realidade extremamente excludente. O objetivo geral desse estudo é analisar a realidade social da pessoa idosa vivendo em situação de Rua no Brasil na perspectiva de garantia de direitos na atualidade. Os objetivos específicos foram delineados na intenção de estudar o processo de construção de direitos sociais para a pessoa idosa no contexto do sistema capitalista, conhecer o cenário contemporâneo da população em situação de rua no Brasil em especial, as pessoas idosas submetidas nestas circunstâncias, além de refletir sobre os avanços, desafios e possibilidades no acesso à garantia de direitos à pessoa idosa vivendo em situação de rua através das políticas públicas vigentes a partir das vivências e experiências profissionais. Para a elaboração do estudo utilizamos da pesquisa bibliográfica e documental possibilitando a investigação e o desenvolvimento do tema, embasando nos principais referenciais teóricos pertinentes, apoiando-se sob a análise do materialismo histórico dialético, na perspectiva de possibilitar uma leitura e uma compreensão mais crítica da realidade estudada. Os resultados do estudo evidenciaram as múltiplas dimensões do processo de envelhecimento principalmente à velhice da classe trabalhadora e nela a situação de rua, instabilidades e fragilidades nas intervenções estatais nas políticas sociais ao segmento, as pessoas idosas em situação de rua são as que tendem a sofrer de maneira mais intensa os impactos desta condição e por fim a possibilidade distante de superação do contexto de situação de rua num cenário capitalista.
The present study deals with the various faces of the aging process and human old age, in the contemporary scenario of the capitalist system, which is extremely unequal, in which the elderly person is not immune to the reflexes of the expressions of the social question, when exposed to living in degrading conditions being on the streets. Although there are advances regarding the social rights provided for the elderly and the homeless, through the materialization of public policies, after the Federal Constitution of 1988, we still face this extremely excluding reality. The general objective of this study is to analyze the social reality of the elderly person living on the streets in Brazil, from the perspective of guaranteeing rights today. The specific objectives were outlined with the intention of studying the process of construction of social rights for the elderly, in the context of the capitalist system, to know the contemporary scenario for the homeless population in Brazil, especially the elderly people submitted in these circumstances, in addition to reflecting on the advances, challenges and possibilities in the access to the guarantee of rights for the elderly person living on the street, through the current public policies, from the experiences and professional experiences. For the elaboration of the study, we will use bibliographic and documentary research, enabling the investigation and development of the theme, based on the main relevant theoretical references, supported by the analysis of dialectical historical materialism, in the perspective of enabling a more critical reading and understanding of the reality studied. The results of the study showed the multiple dimensions of the aging process, mainly the old age of the working class and in it the street situation, instabilities and weaknesses in state interventions in social policies for the segment, elderly people in a street situation are the ones who tend to suffer more intensely the impacts of this condition and finally the distant possibility of overcoming the context of homelessness in a capitalist scenario.
