Intersectoral social partnership in the field of environmental policy (on the example of waste management)

Abstract

Данная работа посвящена исследованию межсекторного социального партнерства в сфере экологической политики на примере обращения с отходами в Санкт-Петербурге и Ленинградской области. В первой главе рассмотрены различные формы социального взаимодействия и уровень вовлеченности государственной, коммерческой и некоммерческой сфер в данную проблематику. Вторая глава посвящена описанию принципов российской экологической политики, анализу существующих механизмов взаимодействия государства, юридических лиц и некоммерческих организаций в решении экологических проблем. В третьей главе представлено эмпирическое исследование, основанное на методе качественного анализа – экспертное интервью. В результате анализа выявлена эффективность механизмов межсекторного социального партнерства в экологическом секторе на примере обращения с отходами, выявлены факторы, влияющие на степень развития партнерства, а также предложены рекомендации по улучшению его работы в будущем. Общее значение работы заключается в том, что она имеет как гносеологическую, так и практическую значимость, а также позволяет лучше понять суть межсекторного социального партнерства и выработать более эффективные стратегии по вопросу обращения с отходами. Работа состоит из введения, основной части (3 главы), заключения, списка используемой литературы и приложений.This work is devoted to the study of intersectoral social partnership in the field of environmental policy on the example of waste management in St. Petersburg and the Leningrad region. The first chapter examines various forms of social interaction and the level of involvement of the state, commercial and non-profit spheres in this issue. The second chapter is devoted to the description of the principles of Russian environmental policy, analysis of existing mechanisms of interaction between the state, legal entities and non-profit organizations in solving environmental problems. The third chapter presents an empirical study based on the method of qualitative analysis – an expert interview. As a result of the analysis, the effectiveness of the mechanisms of intersectoral social partnership in the environmental sector was revealed on the example of waste management, factors affecting the degree of partnership development were identified, and recommendations for improving its work in the future were proposed. The overall significance of the work lies in the fact that it has both epistemological and practical significance, and also allows us to better understand the essence of intersectoral social partnership and develop more effective strategies for waste management. The work consists of an introduction, the main part (3 chapters), a conclusion, a list of used literature and appendices.
