ブータンの市民社会組織 : 2つの事例に即して

Abstract

2007年に市民社会組織法が施行された. 自分たちを含むより大きなコミュニティに市民社会組織という価値観を提示し, それを深める継続した努力の奨励等を主要な目的としている. 同法によって法人化した団体の中で, 王立自然保護協会やタラヤナ財団, 同法による法人ではないが非営利で社会的貢献を目指す団体としての国民手織物発展センター等は王室のイニシアティブで活動が進められている. 王室のイニシアティブで活動する団体を事例として取り上げ, どのような市民社会(Civil Society)が求められているか考察した. 同法は, チベット仏教を枠組としたGNH 社会実現に向けての多様な社会集団活動の奨励であり, その担い手育成を果たすものである. すなわちブータンの王室がイニシアティブを取るNGOには, チベット仏教の枠中における国づくりを推進する活動が期待されているといえる.

In 2007, Royal Government of Bhutan enacted The Civil Society Organizations (CSOs) Act of Bhutan. CSOs shall refer to association, societies, foundations, charitable trusts, not-for-profit organizations or other entities that are not part of Government and do not distribute any income or profits to their members, founders, donors, directors or trustees. CSOs do not include trade unions, political parties, cooperatives or religious organizations which are developed primarily to religious worship. This preliminary note tries to show the activities of mainly well-established two organizations viz. the Royal Society for Protection of Nature and Tarayana Foundation in order to characterize CSOs. Both organizations are well patronized by the Royal Family.
