<論説>唐代の観察処置使について : 藩鎮体制の一考察

Abstract

本稿は、藩鎮の兼ねる民政官職たる観察使を取り上げ、藩鎮体制の民政的側面を考察するものである。従来の藩鎮研究には次のような問題点があった。第一は、一部の反逆の藩鎮に見られる事象がそのまま一般化される傾向があることである。第二は、唐朝と藩鎮をあまりにも相離反する実態としてとらえていることである。第三は、藩鎮研究があまりにも軍事的側面に傾いていることである。第四は、藩鎮が全国に置かれてから中央と州との関係が大いに絶たれてしまったという認識の下で、研究が行われていることである。考察の対象は直接的には第三の問題点に関わるものであるとしても、それらが互いに密接に絡み合っているだけに、論述の過程では、自ずと他の問題点にも取り組むことになろう。そして、本稿の目的は、それらの問題点を抱える藩鎮研究の殆どが唐朝と藩鎮との関係に対して一定の認識をあらわし、またそれを重要な前提としてそれぞれの藩鎮論を展開していることを意識して、主に両者の関係に対する筆者の認識を示すことにある。

The intention of this article is to throw some fresh light on the system of provincial command under the Tang dynasty by reexaming the dynasty's local government policy. Previous studies of provincial command contain a number of problems. First, there is a tendency uncritically to generalise phenomena seen in relation to only a few provincial commands. Second, the relationship between central government and the provincial authorities tends to be regarded as essentially hostile. Third, such research has tended to be conducted mainly from a military perspective. Fourth, the general assumption that relations between central government and the prefectures had declined since the nation-wide establishment of the provincial command system. With these problems in mind, this research has been carried out on material relating to most of the areas over which the Tang ruler's authority extended, excluding those areas controlled by rebellious provincial commands. Since the An Lu-shan rebellion of 755-763, the dynasty had tended to reduce the power of civil governors, and although continuing the policy, begun with the reform of the provincial command system under the Hsien-tsung, of suppressing the power of civil governors, owing to the necessity of coping with the collapse of the local administration system, their powers in fact increased.
