中国における応用技術型大学への転換計画に影響を与える要因 --地方政府間の違いに着目して--

Abstract

中国では21世紀に入って以来、四年制の高等職業教育及びその提供機関としての応用技術型大学を重視することが、中央政府によって提唱され始めた。同時に、応用技術型大学は新設ではなく、既存の四年制本科大学のうち、地方政府所管の一部本科大学からの転換からなることが提起されている。そこで、管理主体になっている各地方政府はどのような意図で、応用技術型大学への転換をどのように計画し推進しているのかを、教育分野と経済分野の政府文書から考察した。その結果、地方政府は中央政府が提起した方針のもとで、各地の経済発展、産業構造の変化によって生じる質の高い専門技術人材の需要に応えるために、応用技術型大学への転換を推進している。各地方政府が実情に応じて多様な計画を定めている、そこには産業構造や高等教育の規模とその構造が影響を与えていると考えられるのである。

After entering the 21st century, the Chinese central government has gradually attached importance to 4-year higher vocational education and applied sciences universities as providers of such education. These applied sciences universities have not been newly established, but have been transformed from universities administered by the local governments. To clarify the philosophies of the local governments, the administrative bodies of the applied sciences universities, regarding planning and promoting the transformation of these universities, this paper presents an analysis of governmental documents regarding education and economy. The local governments, like the central government, are constantly advancing the transformation of applied sciences universities in response to the needs of high-quality specialized technical personnel arising from the economic development of various localities and changes in industrial structure. Among them, the development needs of industry, the number of universities in each region, and the composition of higher education are particularly important factors affecting the transformation plan.
