Abstract
La agricultura familiar desempeña un papel clave en la nueva Agenda de Desarrollo, siendo un elemento que está presente en muchos de sus objetivos, de manera directa o indirecta y que, sin duda, contribuye al logro de una parte importante de estos. A través del análisis detallado de los objetivos que componen la agenda, y de sus distintas metas, con este trabajo se ha definido un sistema para determinar el peso y contribución de la agricultura familiar. Las conclusiones son interesantes en tanto que de los 17 Objetivos de Desarrollo Sostenible (ODS), una gran parte de ellos están vinculados con la agricultura familiar y el ámbito rural, existiendo una relación muy directa de varios de ellos, sobre todo los que se refieren a terminar con la pobreza y poner fin al hambre, la garantía de la seguridad alimentaria o la mejora de la nutrición promoviendo la agricultura sostenible. Pero también es importante destacar cómo la agricultura familiar desempeña un papel significativo en otros objetivos como son la igualdad de género y el empoderamiento de las mujeres, la disponibilidad de agua y su gestión sostenible, el acceso a energía, la promoción de sistemas de consumo y producción sostenible, o aquellos que se refieren al cambio climático y a la promoción de un uso sostenible de los ecosistemas y recursos naturales. Este trabajo permite identificar brechas o lagunas en el marco de definición de la propia agenda, que sin duda debe servir de base para realizar recomendaciones que incidan en el seguimiento y la ruta a seguir de la propia agenda. La actual agenda de desarrollo supone una oportunidad para visibilizar la importancia de la agricultura familiar, resaltar su rol y relevancia en la consecución de prácticamente todos los ODS. Al mismo tiempo, supone una oportunidad para el fortalecimiento del sector, así como su alineamiento con los principios del desarrollo sostenible y de los derechos humanos.
Family farming plays a key role in the Sustainable Development Agenda, being an element that is directly or indirectly present in many of its objectives, and hence, that contributes to the achievement of an important number of their targets. We define a system to measure and analyze the contribution of family farming to the different goals and targets. The results show that a large proportion of the Agenda is directly link to family farming and rural areas, especially those related to end of poverty and hunger and food security and nutrition improvement by promoting sustainable agricultural practices. It is also important to observe the relevance of the role of family farming in the achievement of other goals linked with gender inequality reduction and women empowerment promotion, water resources sustainable management, access to energy, sustainable production systems and consumption patterns, and those related to climate change and sustainable use of ecosystem services. On the other hand, some other goals related to health and nutrition do not include specific targets related to family farming in spite of their relationship with the dynamization of rural areas. This analysis allows the identification of significant gaps in the definition of the Agenda itself, which could be taken into account as recommendations to define the path to achieve the goals including the family farming as a key component. The Agenda represents an opportunity to make visible the importance and the role of family farming in achieving almost all the goals established as well as a way to strengthen the sector and promote its alignment with sustainable development principles
