Abstract
The provision of better street environments became an urgent urban design goal, responding to the current planning concepts of livability and sustainability. Accordingly, there have been a series of public projects for improving street conditions, yet a proper evaluation system has been hardly prepared to operate in fields. This study is a preliminary research to build a foundation for a practical street evaluation system in Korea. It aims to illuminate the evaluation activity from more comprehensive perspectives, emphasizing three aspects, such as 1) content-what to evaluate, 2) format-how to evaluate, 3) process-when and for what to evaluate. Among numerous street evaluation systems in practice at home and abroad, following 8 cases are selected to represent a variety of contents, formats and processes: Space-Culture Awards (Korea), Great Streets of America(US), Pedestrian First Zone Project Assessment(Korea), State DOT Project Assessment(US), Walkability/Bikability Checklist (US), Community Assessment Tool(US), DIY Community Street Audit(UK), and Placecheck(UK). Through contents analyses of previous studies and cases, it is found that a street evaluation system 1)reflects the values on which a good street is constructed; 2) is not just stakeholders participating in the street project; 3) can and should play a relevant role in every step of the project from preparation to implementation and management. It suggests that the scope of research, development and practice of a street evaluation system should be broadened, which would serve richer and more solid foundations for future public projects to improve street environment in Korea.
