Abstract:	"This paper deals with the attitudes and responses of fishermen and fishing communities to fishery regulation measures. Any means used by Government to control, limit or direct fish-capture activities must necessarily affect the fisherman. His cooperation is essential to the success of the legislation. His attitude and reaction largely determine how workable any regulation will be in practice."
