Resumo
O objetivo da pesquisa é analisar a efetividade das instituições participativas, especificamente dos Conselhos Gestores, no que diz respeito à capacidade dessas em influenciar positivamente o acesso à bens e serviços públicos municipais em áreas de políticas públicas com pouco ou nenhuma indução federal. São analisados os Conselhos das áreas de Direitos da Mulher, Igualdade Racial e Juventude. A metodologia utilizada é a análise de pares contrafactuais, proposta por Vaz e Pires (2011), que busca comparar pares de municípios, neste caso, compostos por um município com e outro sem Conselho. Analisamos o reflexo da existência desses conselhos em um conjunto de bens e serviços públicos para cada área de políticas públicas. Foram realizadas entrevistas com membros de quatro desses conselhos gestores para enriquecer a compreensão sobre o papel dessas IPs no fomento ao acesso a bens e serviços públicos municipais. Destaca-se que os municípios selecionados para compor os pares foram escolhidos com base em semelhanças demográficas, sociais, econômicas e político-institucionais. Parte-se da hipótese de que os Conselhos Gestores são capazes de influenciar positivamente o acesso a bens e serviços públicos municipais em suas respectivas áreas de políticas públicas. Essa hipótese foi confirmada. Os resultados da análise comparativa contrafactual, apesar das limitações inerentes a esta técnica, mostram que nos municípios onde existem os Conselhos, maior é a oferta de bens e serviços públicos nas respectivas áreas. Os resultados das entrevistas também confirmam que os Conselhos são atuantes no fomento à bens e serviços públicos municipais.
The research aims to analyze the effectiveness of participatory institutions, specifically the Management Councils, concerning their ability to positively influence access to municipal public goods and services in areas of public policy with little or no federal induction. We analyze the Councils in the areas of Women's Rights, Racial Equality, and Youth. The methodology used is the counterfactual pair analysis, as proposed by Vaz and Pires (2011), which seeks to compare pairs of municipalities, in this case, composed of one municipality with a Council and another without. We examine the impact of the existence of these councils on a range of public goods and services for each area of public policy. Interviews were conducted with members of four of these management councils to enrich our understanding of the role of these Participatory Institutions (PIs) in promoting access to municipal public goods and services. It is worth noting that the municipalities selected to form the pairs were chosen based on demographic, social, economic, and political-institutional similarities. The hypothesis is that the Management Councils are capable of positively influencing access to municipal public goods and services in their respective areas of public policy. This hypothesis was confirmed. The results of the comparative counterfactual analysis, despite the inherent limitations of this technique, show that in municipalities where the Councils exist, there is a greater provision of public goods and services in their respective areas. The results of the interviews also confirm that the Councils play an active role in promoting municipal public goods and services.
