Políticas Sociais e a descentralização na área da saúde

Abstract

Resumo: A idéia central do trabalho é entender o que representou a descentralização, sob a ótica do governo federal e do município. Buscamos apreender o processo político que lhe serviu de base, bem como o grau de benefício gerado para a sociedade. Este objetivo é perseguido juntamente com a busca pela explicitação das fragilidades do modelo, o qual pressupõe condições sociais não próprias de uma sociedade jovem, com relativamente pouca tradição democrática. Faz-se menção aos problemas de ordem política e financeira pelos quais o Estado atravessa e às suas conseqüências para o desenho do modelo de financiamento das políticas públicas. Conclui-se com o apelo para que tais questões figurem na pauta de discussão, paralelamente aos assuntos de ordem política e econômica.

Abstract: The central Idea this work it is to understand what represented the decentralization, under the federal government's optics and of the municipal district. We looked for to apprehend the political process that served it as base, as well as the benefit degree generated for the society. This objective is pursued together with the search by the show-off the fragilities of the model, which not presupposes social conditions own of a young society, with relatively little democratic tradition. It makes himself mention to the problems of political and financial order for the which the State crosses and to its consequences for the drawing of the model of financing of the public politics.
