Abstract :
[en] All World Health Organization (WHO) Member States have a responsibility to build and
maintain effective and functioning systems with the capacity to fulfil the right to health and to comply with relevant international treaties or agreements, including the International Health Regulations 2005 (IHR) for public health emergencies. The coronavirus disease (COVID-19) pandemic has underlined the need for a resilient health sector that is capable of producing a surge response to emergencies while ensuring the continuity of health systems. However, in too many countries, health systems are not adequate to maintain essential health services and public health functions.
